Book excerpt: A scoping study of spent fuel cask transportation accidents was performed to provide the NRC with an assessment of existing information and to recommend, on a priority basis, the additional information that should be obtained to allow specification of increasingly realistic source terms. The scope was limited to the escape of radionuclides from the cask to the environment resulting from severe accidents. The accident environment definition associated with a severe accident is the starting point and was selected not for its realism but to allow sensitivity studies on the remaining variables in the accident scenario. However, given this accident definition, the remainder of the evaluation of the accident scenarios is to be as realistic as possible. Information was found to be inadequate to make correlations between accident severity and radionuclide release. Generally, cask and fuel rod thermal-hydraulic data and analytical capability were found to be reasonably adequate; however, data and analytical capability for evaluating structural response to impact are not. Radionuclide behavior information is adequate for noble gases but generally inadequate for most volatile radionuclides and for fuel particulates. A series of gauging calculations were performed to permit prioritization of the information needs, and research recommendations were made in eight areas.

Available in PDF, EPUB and Kindle. Book excerpt: The safe transport of spent nuclear fuel and high-level radioactive waste is an important aspect of the waste management system of the United States. The Nuclear Regulatory Commission (NRC) currently certifies spent nuclear fuel rail cask designs based primarily on numerical modeling of hypothetical accident conditions augmented with some small scale testing. However, NRC initiated a Package Performance Study (PPS) in 2001 to examine the response of full-scale rail casks in extreme transportation accidents. The objectives of PPS were to demonstrate the safety of transportation casks and to provide high-fidelity data for validating the modeling. Although work on the PPS eventually stopped, the Blue Ribbon Commission on America's Nuclear Future recommended in 2012 that the test plans be re-examined. This recommendation was in recognition of substantial public feedback calling for a full-scale severe accident test of a rail cask to verify evaluations by NRC, which find that risk from the transport of spent fuel in certified casks is extremely low. This report, which serves as the re-assessment, provides a summary of the history of the PPS planning, identifies the objectives and technical issues that drove the scope of the PPS, and presents a possible path for moving forward in planning to conduct a full-scale cask test. Because full-scale testing is expensive, the value of such testing on public perceptions and public acceptance is important. Consequently, the path forward starts with a public perception component followed by two additional components: accident simulation and first responder training. The proposed path forward presents a series of study options with several points where the package performance study could be redirected if warranted.

The thrust of this annual Symposium is unique in the area of waste management. Recognizing that this is an area of great complexity which requires contributions from scien tists with many different backgrounds some of which are not normally associated with nuclear energy, the Materials Research Society pro vides a forum for discussions of a wide range of materials behavior and transport phenomena. As can be seen from the list of references in each paper, the authors draw heavily on contributions associated with professional societies in addition to the Materials Research Society, and this annual meeting encourages the cross-fertilization between disciplines that are essential to an adequate treatment of the problems associated with nuclear waste management. Book excerpt: The licensing of commercial nuclear spent shipping casks in the United States is regulated by 10CFR71. In order to be licensed, casks must be designed not to fail under hypothetical test conditions specified in Appendix B of this regulation. Questions have been raised about the suitability of these tests in simulating actual transportation accident conditions. Our study addresses the adequacy of current regulations by comparing real-world accident conditions with regulatory test specifications using more complete accident statistics and more sophisticated structural analyses than have been used in studies to date. Our objective is to evaluate the protection provided by current regulations against severe accident conditions for commercial spent nuclear fuel casks that are transported by truck or rail. The complete spectrum of truck and rail accidents will be reviewed in order to determine the frequency (or infrequency) of cask failures during transportation accidents. 3 references, 1 figure.
