COVID-19 was a stress-test for the region’s public health systems, which were already overwhelmed even before the pandemic. Indeed, a decade of lackluster economic reforms left a legacy of large public sectors and high public debt that effectively crowded out investments in social services such as public health. This edition points out that the region’s health systems were not only ill-prepared for the pandemic, but suffered from over-confidence, as authorities painted an overly optimistic picture in self-assessments of health system preparedness. Going forward, governments must improve data transparency for public health and undertake reforms to remedy historical underinvestment in public health systems.

It also marks the first time that progress on the implementation of the Platform is reviewed in light of the 2030 Agenda for Sustainable Development, adopted in 2015. This report therefore takes an integrated approach to reporting on progress, gaps and challenges related to the advancement of gender equality and women's rights across six dimensions that link the Platform's critical areas of concern and the Sustainable Development Goals. It finds that there have been important gains since the adoption of the Beijing Platform in 1995, but that progress towards gender equality has stalled and even reversed in some areas in recent years. Across the globe women's movements, energized by young feminists at the helm, are challenging slow and piecemeal progress and are impatient for systemic change. World leaders can learn from the ways in which these movements work across silos and political boundaries, seeing their work to advance the rights of women and girls as inextricably linked to the achievement of economic, social and environmental justice for all. The report features their voices that must be heard and acted upon. The report also highlights catalytic policies and programmes under each of the six dimensions as well as a number of cross-cutting strategies that can accelerate the implementation of the entire Platform for Action for this generation and the next.

The initial survey round was followed by a second one in 2014 and by a third in 2017. Compiled using nationally representative surveys of more than 150,000 adults age 15 and above in over 140 economies, The Global Findex Database 2017: Measuring Financial Inclusion and the Fintech Revolution includes updated indicators on access to and use of formal and informal financial services. It has additional data on the use of financial technology (or fintech), including the use of mobile phones and the Internet to conduct financial transactions. The data reveal opportunities to expand access to financial services among people who do not have an account—the unbanked—as well as to promote greater use of digital financial services among those who do have an account. The Global Findex database has become a mainstay of global efforts to promote financial inclusion. Book excerpt: COVID-19 is one of multiple crises to have hit the Middle East and North Africa (MENA) region in the decade following the Arab Spring. War, oil price declines, economic slowdowns, and now a pandemic are tearing at the social fabric of a region characterized by high rates of unemployment, high levels of informality, and low annual economic growth. The economic costs of the pandemic are estimated at about USD 227 billion, and fiscal support packages across MENA are averaging 2.7 percent of GDP, putting pressure on already weak fiscal balances and making a quick recovery challenging. Even before the COVID-19 pandemic, MENA was the only region in the world experiencing increases in poverty and declines in life satisfaction. Distributional Impacts of COVID-19 in the Middle East and North Africa Region investigates how COVID-19 changed the welfare of individuals and households in the region. It does so by relying on phone surveys implemented across the region and complements these with microsimulation exercises to assess the impact of COVID-19 on jobs, income, poverty, and inequality. The two approaches complement and corroborate each other's results, thereby making the findings more robust and richer. This report's results show that, in the short run, poverty rates in MENA will increase significantly and inequality will widen. A group of 'new poor' is likely to emerge that may have difficulty recovering from the economic consequences of COVID-19. The report adds value by analyzing newly gathered primary data, along with projections based on newly modeled micro- and macrosimulations, and by identifying key issues that policy makers should focus on to enable a quick, inclusive, and sustained economic recovery.

Inhorn examines how refugees fare once resettled in America. In the U.S., Arabs are challenged by discrimination, poverty, and various forms of vulnerability. Inhorn shines a spotlight on the plight of resettled Arab refugees in the ethnic enclave community of "Arab Detroit," Michigan. Sharing in the poverty of Detroit's Black communities, Arab refugees struggle to find employment and to rebuild their lives. Iraqi and Lebanese refugees who have fled from war zones also face several serious health challenges. Uncovering the depths of these challenges, Inhorn's ethnography follows refugees in Detroit suffering reproductive health problems requiring in vitro fertilization (IVF). Without money to afford costly IVF services, Arab refugee couples are caught in a state of "reproductive exile"—unable to return to war-torn countries with shattered healthcare systems, but unable to access affordable IVF services in America. America's Arab Refugees questions America's responsibility for, and commitment to, Arab refugees, mounting a powerful call to end the violence in the Middle East, assist war orphans and uprooted families, take better care of Arab refugees in this country, and provide them with equitable and affordable healthcare services.

Understanding who is bearing the burden of the crisis and what drives it is crucial for designing policies going forward. Using the U.S. monthly Current Population Survey data, this paper analyzes differences in employment responses between men and women. The main finding is that less educated women with young children were the most adversely affected during the first nine months of the crisis.The loss of employment of women with young children due to the burden of additional childcare is estimated to account for 45 percent of the increase in the employment gender gap, and to reduce total output by 0.36 percent between April and November 2020.
