At the time of writing, there were various levels of uncertainties from different countries, citizens, the public and private sectors, industries and economies who were in disarray. The book traces the origins of the Covid-19 pandemic in the province of Wuhan in China, the challenges, and the responses from a multiplicity of countries particularly from the Global South. Of particular importance, the book notes that vaccine uncertainty, limiting the spread of the virus and loss of life and employment, were some of the major challenges that these governments and citizens were confronted with. Also, the sizes of various economies lead to various challenges that the abovementioned governments shouldered. The contributors shed light on various aspects related to the Covid-19 pandemic from various countries in the Global South and include, but were not limited to securitised lockdowns, the use of militaries and complete closures of national (and sometimes fragile) economies, as well as overburdened health systems. These are just some dire consequences of Covid-19 on the public and private sector, industries and economy. The book emphasises that despite myriad challenges reported, there are various lessons that can be learnt in terms of how the countries responded to the pandemic, and in terms of how future pandemics can be handled. Finally, this is an interesting piece of work wherein contributors, as a collective, seek to shed light with regards to the unique perspectives from the Global South and at the same time give some guidance, related to their specific areas of focus.

Uneven development after colonization, imperialism, and externally influenced conflict have caused many countries in the formally colonized or semi-occupied countries in the world to lag behind in wealth accumulation, investments in manufacturing, and technology. The fact that these countries were dragged into world market dynamics on an equal footing with already developed countries exacerbated these inequalities and saw the rapid burgeoning of informal economies. COVID-19 and the lockdown of western countries unravelled global production chains, resulting in hordes of workers in the Global South losing their livelihoods. Even people engaged in traditionally locally-bound economic activities, such as domestic work and sex work, found their livelihoods disappear. This volume brings together case studies from India, Brazil, Bangladesh, and Sri Lanka to analyze global economic disruptions as they affected informal sector workers who were already largely invisible within state development policies. The chapters question whether existing models of neoliberal development are still conducive within the post-pandemic Global South as it grapples with rebuilding economies, livelihoods, institutions, and systems of governance.

To shed light on the role of custom and ritual in rural social change during the pandemic, Covid and Custom in Rural South Africa applies long-term historical and ethnographic research; theories of people’s science, local knowledge and the human economy; and fieldwork conducted in ten rural South African communities during lockdown. The volume highlights differences between developments in Southern Africa and elsewhere on the continent, while exploring how the former apartheid homelands–commonly, yet problematically, represented as former ‘labour reserves’–have since been reconstituted as new home-spaces. Book excerpt: Since the onset of the pandemic, progressive opinion has been clear that hard lockdowns are the best way to preserve life, while only irresponsible and destructive conservatives like Trump and Bolsonaro oppose them. But why should liberals favor lockdowns, when all the social science research shows that those who suffer most are the economically disadvantaged, without access to good internet or jobs that can be done remotely; that the young will pay the price of the pandemic in future taxes, job prospects, and erosion of public services, when they are already disadvantaged in comparison in terms of pension prospects, paying university fees, and state benefits; and that Covid's impact on the Global South is catastrophic, with the UN predicting potentially tens of millions of deaths from hunger and declaring that decades of work in health and education is being reversed. Toby Green analyses the contradictions emerging through this response as part of a broader crisis in Western thought, where conservative thought is also riven by contradictions, with lockdown policies creating just the sort of big state that it abhors. These contradictions mirror underlying irreconcilable beliefs in society that are now bursting into the open, with devastating consequences for the global poor.

Drawing on survey data collected in collaboration with Gallup, Inc., the Global Findex database covers more than 140 economies around the world. The initial survey round was followed by a second one in 2014 and by a third in 2017. Compiled using nationally representative surveys of more than 150,000 adults age 15 and above in over 140 economies, The Global Findex Database 2017: Measuring Financial Inclusion and the Fintech Revolution includes updated indicators on access to and use of formal and informal financial services. It has additional data on the use of financial technology (or fintech), including the use of mobile phones and the Internet to conduct financial transactions. The data reveal opportunities to expand access to financial services among people who do not have an account—the unbanked—as well as to promote greater use of digital financial services among those who do have an account. The Global Findex database has become a mainstay of global efforts to promote financial inclusion. In addition to being widely cited by scholars and development practitioners, Global Findex data are used to track progress toward the World Bank goal of Universal Financial Access by 2020 and the United Nations Sustainable Development Goals. The database, the full text of the report, and the underlying country-level data for all figures—along with the questionnaire, the survey methodology, and other relevant materials—are available at www.worldbank.org/globalfindex.
