To judge from many speculative fiction films and books, from Blade Runner to Cloud Atlas, the future will be full of cities that resemble Tokyo, Hong Kong, and Shanghai, and it will be populated mainly by cold, unfeeling citizens who act like robots. Techno-Orientalism investigates the phenomenon of imagining Asia and Asians in hypo- or hyper-technological terms in literary, cinematic, and new media representations, while critically examining the stereotype of Asians as both technologically advanced and intellectually primitive, in dire need of Western consciousness-raising. The collection’s fourteen original essays trace the discourse of techno-orientalism across a wide array of media, from radio serials to cyberpunk novels, from Sax Rohmer’s Dr. Fu Manchu to Firefly. Applying a variety of theoretical, historical, and interpretive approaches, the contributors consider techno-orientalism a truly global phenomenon. In part, they tackle the key question of how these stereotypes serve to both express and assuage Western anxieties about Asia’s growing cultural influence and economic dominance. Yet the book also examines artists who have appropriated techno-orientalist tropes in order to critique racist and imperialist attitudes. Techno-Orientalism is the first collection to define and critically analyze a phenomenon that pervades both science fiction and real-world news coverage of Asia. Prior to the spread of COVID-19, Korea was a country with active exchange with China, with over 6 million Chinese visitors and over 5 million Korean visitors to China. Korea also has the highest population density among OECD countries and an urbanization rate exceeding 90%, making it vulnerable to the spread of infectious diseases. However, Korea had very low fatality and infection rates among OECD countries, despite foregoing border closures or city lockdowns. Korea is known as a representative example of state-led economic development called the developmental state model. However, Korea's COVID-19 response emphasizes citizen-led efforts, the use of information and communication technology, and successful disease control through cooperation between the government and civil society. The book presents examples that demonstrate the effectiveness of disaster response based on democratic values, by enhancing the capacity of civil society through social interaction resulting from various models such as rational models, heuristics, cooperative governance, policy networks, and complex adaptive systems. Additionally, it argues that the lesson learned from Korea's COVID-19 experience is not that a strong state should control citizens' freedom to increase the effectiveness of disease control, but rather that sharing the awareness of the risk enables voluntary citizen responses and solidarity consciousness of civil society is essential. Since the events of September 11, 2001, the United States has invested billions of dollars and immeasurable amounts of human capital to develop and enhance public health emergency preparedness and infrastructure to respond to a wide range of public health threats, including infectious diseases, natural disasters, and chemical, biological, radiological, and nuclear events. Despite the investments in research and the growing body of empirical literature on a range of preparedness and response capabilities and functions, there has been no national-level, comprehensive review and grading of evidence for public health emergency preparedness and response practices comparable to those utilized in medicine and other public health fields. Evidence-Based Practice for Public Health Emergency Preparedness and Response reviews the state of the evidence on PHEPR practices and the improvements necessary to move the field forward and to strengthen the PHEPR system. This publication evaluates PHEPR evidence to understand the balance of benefits and harms of PHEPR practices, with a focus on four main areas of PHEPR: engagement with and training of community-based partners to improve the outcomes of at-risk populations after public health emergencies; activation of a public health emergency operations center; communication of public health alerts and guidance to technical audiences during a public health emergency; and implementation of quarantine to reduce the spread of contagious illness.

In The COVID-19 Intelligence Failure, Erik J. Dahl demonstrates that understanding how intelligence warnings work—and how they fail—shows why the years of predictions were not enough. In the first in-depth analysis of the topic, Dahl examines the roles that both traditional intelligence services and medical intelligence and surveillance systems play in providing advance warning against public health threats—and how these systems must be improved for the future.
