Book excerpt: Excerpt from Course of Study for Primary Grades: With Suggestions to Teachers It is believed that conditions existing in the public primary schools of the Philippine Islands demand that the Bureau of Education issue something more than a mere outline of the academic work as a guide for teachers. Preceding the revised outlines, therefore, are suggestions concerning aims, emphasis; and method. These suggestions are known to be incomplete, but it has been considered better to send out material that is admittedly lacking in completeness than to wait until better and more complete suggestions could be prepared. This course is tentative, for it is hoped that in the near future a course worked out in greater detail can be prepared and more adequate suggestions offered. The opinion of those at work in the field will largely determine any future revisions that may be made. The course and suggestions, therefore, are not offered as in any sense final; but it is believed that they constitute an improvement over the outlines formerly in use. The outlines of the various subjects in the different grades approximate a distribution of time only, for it is recognized that no one set of outlines for a certain grade can be suitable for every class. Some deviation from the time schedule given in these outlines, therefore, is authorized. In certain grades strong classes will go faster than the outline course suggests, while it is also true that weaker classes can best take up the work at a slower rate than that suggested. Division superintendents, academic supervisors, supervising teachers, and teachers should use their judgment in adapting these outlines to the needs of classes.
