Author of the famous Treatise on Political Economy in 1803, which was revised and re-edited on several occasions, he published numerous other works including a voluminous Complete Course in Practical Political Economy in 1828–9. He also taught political economy successively from 1815 until his death in three Parisian establishments: the Athénée, the Conservatory of Arts and Trades, and the Collège de France. The texts in which Say exposes his approach to political economy have not been available in the English language until now except for the fourth edition of the ‘Preliminary Discourse’ which serves as an introduction to the Treatise. This book presents a translation which renders his works accessible to the English speaking world. For the first time, English readers will be able to become directly immersed in Say’s principal texts, where he develops his conception of political economy. Jean-Baptiste Say and Political Economy proposes a translation of a selection of eleven of Say’s texts. The first three are versions of the ‘Preliminary Discourse’ from the Treatise’s editions of 1803, 1814 and 1826 with the variations of the editions of 1817, 1819 and 1841. The following four texts are the opening discourses pronounced at the Conservatory in 1820 and 1828 and the Collège de France in 1831 and 1832. The eighth text is the ‘General Considerations’ which open the Complete Course in Practical Political Economy of 1828, with the variations of the 1840 re-edition. The final three texts are those Say devotes to ‘the progress of political economy’ in what is akin to a history of economic thought. This volume is of great importance to economic historians and people studying Jean-Baptiste Say, as well as those who are interested in economic theory and philosophy and political economy.

Book excerpt: Debates about whether to maintain or abolish slavery revolved around two key values: the morality of enslaving other human beings and the economic benefits and costs of slavery as compared to free labor. Various and conflicting arguments were presented by abolitionists, colonists, and administrators in slave-holding societies, all of whom used calculations about the relative cost and productivity of slavery to defend their own point of view in an impassioned debate. In Calculation and Morality, Caroline Oudin-Bastide and Philippe Steiner consider how economic calculations, estimations, and arguments informed the long debate over French slavery between 1771 and 1848. They show how calculation was introduced into moral debate and became a critical social object in regard both to its consistency and its manifest effects. To do so they trace a process in which phenomena were classified into groups, becoming a category, and then how metrics and calculations were used to analyze the possible effects of emancipating slaves in French colonies. Abolitionists sought to demonstrate that it was in the interest of slaveowners and/or the entire nation to employ free labour in the colonies, and to show the irrationality of the colonial and metropolitan defenders of servitude; their aim was to enlighten various parties as to their real interest, and how that real interest coincided with justice. In turn, colonists accused those opposed to slavery of being blinded by their own philanthropic principles and insisted on the rationality of the slave system as the only means of meeting the interests of everyone, including slaves, at least in the short and medium term. Oudin-Bastide and Steiner closely examine the positions and reasoning of such influential French thinkers as Pierre Samuel Du Pont de Nemours, Anne Robert Jacques Turgot, Antoine Nicolas de Condorcet, Simonde de Sismondi, Jean Baptiste Say, and Alexis de Tocqueville. In doing so they shed light on the interaction of moral precepts and econonomic calculations in a trenchant study in the history of ideas.

Book excerpt: The purpose of this book is to provide a comprehensive analysis of the work of Frédéric Bastiat (1801-1850), one of the towering intellectual figures of nineteenth century France. More than anyone else of his time, Bastiat personified the struggle of liberalism and science against socialism and utopia. Between 1844 in 1850, his campaign for the idea of liberty and his commitment to the discipline of political economy made him one of the most vigorous champions of economic liberalism in France. Bastiat put forth one of the most ambitious interpretations of the liberalism of his time, one that entailed both a critique of primitive socialism and a concern to provide political economy with a theoretical foundation. His thinking is far more sophisticated than would appear at first glance. Nor can it be confined, as so many commentators would have us believe, to its strictly economic dimension. The themes that Bastiat addressed – free trade, competition, labour, among others – certainly helped to reduce it to this dimension. Yet he did not limit himself to these issues, even if he dealt with them at length. He also paid close attention to the political, moral, social and religious dimensions. Coming, as Bastiat’s writing did, at a decisive moment in the history of French liberalism, the very existence of his work explodes the long-standing received idea to the effect that liberalism, and in particular economic liberalism, is the exclusive domain of Anglo-Saxon countries. Bastiat’s work thus offers a solid rebuttal to Hayek, who proclaimed "the total absence of a liberal tradition in France." This book should be of interest to students and researchers of many strands of economics, as well as those looking at French liberalism and the history of social science more generally.

Book excerpt: By the mid-eighteenth century, the transatlantic slave trade was considered to be a necessary and stabilizing factor in the capitalist economies of Europe and the expanding Americas. Britain was the most influential power in this system which seemed to have the potential for unbounded growth. In 1833, the British empire became the first to liberate its slaves and then to become a driving force toward global emancipation. There has been endless debate over the reasons behind this decision. This has been portrayed on the one hand as a rational disinvestment in a foundering overseas system, and on the other as the most expensive per capita expenditure for colonial reform in modern history. In this work, Seymour Drescher argues that the plan to end British slavery, rather than being a timely escape from a failing system, was, on the contrary, the crucial element in the greatest humanitarian achievement of all time. The Mighty Experiment explores how politicians, colonial bureaucrats, pamphleteers, and scholars taking anti-slavery positions validated their claims through rational scientific arguments going beyond moral and polemical rhetoric, and how the infiltration of the social sciences into this political debate was designed to minimize agitation on both sides and provide common ground. Those at the inception of the social sciences, such as Adam Smith and Thomas Malthus, helped to develop these tools to create an argument that touched on issues of demography, racism, and political economy.
