Book excerpt: Excerpt from County Unit of School Administration in Texas (a) The Case of Travis County, Texas. Austin, the capital of Texas, is located near the center of Travis County. The western part of Travis County is mountainous and very sparsely settled. The land is very poor. Most of it is used for goat pasture and is rendered to the tax assessor at two dollars per acre. In general, the people are of the mountaineer type and possess much physical hardihood. But most of them are very poor. In the heart of this mountainous territory, just fifteen miles from the magnificent dome of the state capitol at Austin, is the Pleasant Valley School District. In the summer of 1919 the people of the Pleasant Valley community voted bonds to the amount of $2,000 to build a new modern two-room schoolhouse. The people were unanimous in their desire for a better school for their red-blooded mountaineer children. They were simply crying out for better educational facilities. When the bonds reached the Attorney General's office for inspection, they could not be approved. They were rejected because the total taxable wealth of the district was so very small that only $500 in bonds could be legally issued against it. The new schoolhouse was not built. A veritable old stable was provided with a new roof, a new floor, and an extra window or two, and school is being conducted there today. In this district, a fifty-cent school tax produces only $91.83 per year, which is only $4.84 per child of free-school age. On the other hand, in some of the wealthy farming districts in the eastern part of the county, a fifty-cent tax produces more than $20 per child. Adjacent to the Pleasant Valley district are the Cox Springs District, the Travis Peak District and a number of others that are very poor in material wealth. Book excerpt: Excerpt from Rules and Regulations of the Public Schools: Of Houston Heights Municipality Harris County, Texas As stated before, the lack of sufficient school room to accommodate the pupils interfered seriously with the work of the last term. To provide sufficient school facilities to meet the demands of our rapidly growing scholastic population has always been, as you know, an ever recurring problem in the management of our schools. It is only by the exercise of the highest degree of foresight that this difficulty can be anticipated and provided against. Last year the scholastic census showed a total scholastic population of 866, while the report of the superintendent for that year shows a total enrollment of over 900. The scholastic census for the present year shows 1069, and if the increase in the number enrolled in the schools exceeds the number shown by the census this year, in the same proportion as last year, we will have approximately 1200 children enrolled during the coming term, and at the same rate of increase there will be approximately 1500 children to provide for by the opening of the school term in the fall of next year. These figures show an immediate and imperative necessity for providing additional school room before the beginning of the session of 1908-9. The delay in getting the buildings completed last year would suggest that this work be started at the earliest possible moment in order to have additional school rooms finished and available by the beginning of the term next year. Both the Cooley and the Harvard Street brick buildings have been planned to provide for additions to be made to each of the buildings, and I suggest that the necessary steps be taken at once to provide for funds necessary to make additions to these buildings sufficient to provide school room to meet the requirements of the city for the next three or four years. Of course the board cannot provide these buildings unless the city council shall order an election for the issuance of bonds to pay for them and the people vote for the issuance of such bonds. But I am satisfied the people of Houston Heights appreciate the necessity of providing these school facilities and will no doubt vote for the issuance of the necessary bonds. I recommend that the matter be submitted to the city council and that it be requested to order the election and take the necessary steps in the premises. I have tried to write a report which will be helpful rather than one which will be admired. It may as well be stated frankly also that the subject in hand has been approached in a sympathetic manner. It is assumed that your honorable body is not so obviously unfair as to desire a report on your school system which would include all the bad things Which might be said about it and exclude all the good things. A fair re port should include both. A school survey which degenerates into a near effort at systematic fault finding cannot claim to be impartial. Attendance Requirements and Provisions. - Every child in this State who is eight years and not more than fourteen years old shall be required to attend the public schools in the district of its residence, or in some other district to which it may be transferred, as provided by law, for a period of not less than sixty days for the scholastic year, beginning September 1, 1916, and for a period of not less than eighty days for the scholastic years (year) beginning September 1, 1917, and for the scholastic year 1918-19, and each scholastic year thereafter a minimum attendance of 100 days shall be required. In the administration of the compulsory school attendance law, the first day of September will be employed in determining the child's scholastic age. If the child was eight years old and not more than fourteen years of age on the first day of September, it will come within the requirements of the law and be required to attend school sixty consecutive days during the school year 1916-17. Therefore, the age of the child on the first day of September is the school age of the child for the entire year. Sec. 71b. The period of compulsory school attendance at each school shall begin at the opening of the school term unless otherwise authorized by the district school trustees and notice given by the trustees prior to the beginning of such school term; provided, that no child shall be required to attend school for a longer period than the maximum term of the public school in the district where such child resides. If the beginning of the compulsory school attendance period be changed from the opening of the school term, notice there of shall be posted on the schoolhouse door of the district, delivered to the county superintendent, handed to the superintendent, principal, or other official of private, denominational or parochial schools, and published in the local papers, if there be any, prior to the opening day of the regular school term. Failure to receive official notice will not absolve any school officer, instructor, or private tutor from the requirements of the law. It is highly desirable that the compulsory school attendance period be placed as near as practicable to the opening of the regular school term, and the county superintendent will find it easier to administer the requirements of the law if he succeeds in getting school trustees to adopt as nearly as possible a uniform date for the beginning of the compulsory attendance period. Sec. 72a. Exemptions. - The following classes of children are exempt from the requirements of this Act: (a) Any child in attendance upon a private or parochialschool or who isbeing properly instructed by a private tutor. The attendance officer may excuse any child from attendance upon the public free school who is in actual attendance upon a private or parochial school, or whois being properly instructed by a private tutor.
