This book details the role that the Australian Government has played in the making of rural and regional Australia, particularly since World War II. The book reviews these policies and evaluates them with regards the commitments undertaken by the Government to contribute towards vibrant, rural communities. Policy areas addressed include agriculture, water, education, welfare and population, natural resource management, resource extraction, Indigenous and affairs, localism, rural research and regional innovation, Youth Affairs and the devolution of regional governance. Overall two distinct policy strategies can be observed: one wherein the government saw its role as part of the entrepreneurial state and a sector wherein government has increasingly taken itself out of industry development, leaving this role to the market. Having considered these strategies and their impacts, the book concludes that policy over the past 40 years has not in fact contributed to a more vibrant, prosperous rural and regional Australia. Rural and Regional Futures concludes with several chapters looking to the future. One chapter explores what the role of the state can be within a social market economy while the final chapter gives consideration to the initial steps rural communities will need to take to begin the process of revitalisation. While these materials present as a case study of developments in Australia, the policy shift from the Government as entrepreneur to a focus on markets is an international one and as such, the insights offered by this book will have wide appeal.

Over 50 percentof the population live below the poverty line, unable to produce enough or to otherwise obtain sufficient income to meet all of their basic needs. Poverty is concentrated in rural areas. Smallholder agriculture dominates employment in rural Malawi. However, with continuing population growth, the average landholding size for smallholder farming households is declining, resulting in many being unable to produce sufficient food to meet their own needs. To escape poverty, rural households increasingly must diversify their sources of income, but many lack the human and financial capital to do so. In this report, a detailed examination is provided of the agricultural production, non-farm employment patterns, and overall incomes obtained by farming households across Malawi using data from the fifth Malawi Integrated Household Survey (IHS5), conducted in 2019/20. The analysis demonstrates that most poor farming households will never be able to escape poverty through their farming alone, even with substantially higher crop productivity. Rainfed cropping remains the primary form of agricultural production for farming households in Malawi. While increasing numbers are engaging in irrigated farming during the dry season, the returns from such farming are inconsistent and low. More importantly, off-farm income sources, particularly temporary ganyu wage employment, are now critical to the livelihoods of most rural households, particularly those with small cropland holdings. The common assumption that agriculture is at the center of the livelihoods of rural households across Malawi no longer holds. Of equal importance is their ability to obtain sufficiently remunerative off-farm employment. In developing strategies for rural economic and human development in Malawi, accelerating agricultural production growth, particularly through increased productivity, and increasing the returns to farming are necessary, but incomplete solutions. Equal attention must now be paid to how workers in farming households can also qualify for and obtain good off-farm jobs. Without increases in such employment opportunities, the economies of most rural communities across Malawi are likely to stagnate and poverty will deepen among households living in them.

For sustainable poverty reducing growth, it is critical to examine household asset portfolios and understand how assets interact with the context to influence the selection of livelihood strategies, which in turn determine well-being. Policy reforms can change the context and income-generating potential of assets. Investments can add new assets or increase the efficiency of existing household assets, and also improve households' risk management capacity to protect assets. After all is said and done, a household's asset portfolio will determine whether growth and poverty reduction can be achieved and sustained over time. The asset-based framework is amendable to different analytical techniques. Siegel suggests combining quantitative and qualitative spatial and household level analyses (and linked spatial and household level analyses) to deepen understanding of the complex relationships between assets, context, livelihood strategies, and well-being outcomes. Agriculture and rural development are central to the rate of rural out-migration to urban areas. The agricultural sector needs to engage youth in order to increase global food production. In doing so, agricultural transformation can balance out-migration from rural areas and thus contribute to stable growth. This document presents the conceptual framework for distress migration of rural youth. The framework focuses on the migration of rural youth (aged 15–24), who account for a large proportion of migrants and are a particularly vulnerable group. The framework comprises three sections: 1. Analysis of the main factors determining the propensity of rural youth to migrate; 2. Assessment of the likely impacts of distress migration of rural youth in terms of rural development for local areas of origin; 3. Illustration of the most promising policies and programmes to reduce distress migration of rural youth and maximize its dev elopmental benefits for the communities of origin.
