In 2016, it was projected that, given the country’s growing youth population, 300,000 new jobs would need to be created each year to absorb the increasing numbers of unemployed young people. Yet the employment structure of the Ghanaian economy has not changed much from several decades ago. Most jobs are low skill, requiring limited cognitive or technology know-how, reflected in low earnings and work of lower quality. An additional challenge for Ghana is the need to create access to an adequate number of high-quality, productive jobs. This report seeks to increase knowledge about Ghana’s job landscape and youth employment programs to assist policy makers and key stakeholders in identifying ways to improve the effectiveness of these programs and strengthen coordination among major stakeholders. Focused, strategic, short- to medium-term and long-term responses are required to address current unemployment and underemployment challenges. Effective coordination and synergies among youth employment programs are needed to avoid duplication of effort while the country’s economic structure transforms. Effective private sector participation in skills development and employment programs is recommended. The report posits interventions in five priority areas that are not new but could potentially make an impact through scaling up: (1) agriculture and agribusiness, (2) apprenticeship (skills training), (3) entrepreneurship, (4) high-yielding areas (renewable energy†“solar, construction, tourism, sports, and green jobs), and (5) preemployment support services. Finally, with the fast-changing nature of work due to technology and artificial intelligence, Ghana needs to develop an education and training system that is versatile and helps young people to adapt and thrive in the twenty-first century world of work.

Book excerpt: Investigating the nature, drivers and sources of innovation in Africa, this book examines the channels for effective diffusion of innovation in and to Africa under institutional, resource and affordability constraints. Fu draws on almost a decade of research on innovation in Africa to explore these issues and unpack the process, combining a rigorous statistical analysis of a purposely designed multi-wave, multi-country survey with in-depth studies of representative cases. Building on this research, Fu argues that African firms are innovative but unsupported. Those 'under-the-radar' innovations that widely exist in Africa as a result of the constraints are not sufficient to enable Africa to leapfrog the innovation gap in the era of the fourth Industrial Revolution. This is the first comprehensive analysis of the creation and diffusion of innovation in low income countries. It also provides the first survey-based analysis of innovation in the informal economy.

While there is much discussion of localization, decolonization and ‘shifting power’ in civil society collaborations in development, the debate thus far centers on the aid system. This book directs attention to CSOs as drivers of development in various contexts that we refer to as the Global South. This book take a transformative stance, reimagining roles, relations and processes. It does so from five complementary angles: (1) Southern CSOs reclaiming the lead, 2) displacement of the North–South dyad, (3) Southern-centred questions, (4) new roles for Northern actors, and (5) new starting points for collaboration. The book relativizes international collaboration, asking INGOs, Northern CSOs, and their donors to follow Southern CSOs’ leads, recognizing their contextually geared perspectives, agendas, resources, capacities, and ways of working. Based in 19 empirically grounded chapters, the book also offers an agenda for further research, design, and experimentation. Emphasizing the need to ‘Start from the South’ this book thus re-imagines and re-centers Civil Society collaborations in development, offering Southern-centred ways of understanding and developing relations, roles, and processes, in theory and practice. Then the DFID's performance in integrating environment into development is critically examined. Subjects covered include DFID policy, water, climate and energy, agriculture, growth, environmental capacity, environmental screening, and the environment strategy. The Committee notes the failure of the Department to develop a coherent approach on the ground, as a damning review of country programmes has shown. It also highlights many areas where policy is poorly drafted and implemented, and where the Department's environmental expertise has been allowed to wither. The recent White Paper, 'Eliminating world poverty' (2006, Cm. 6876, ISBN 0101687621) is seen as a missed opportunity to make the environment as central to its work as the Department itself has made clear it should be.
