Book excerpt: Collusion between business communities and the state can lead to a measure of security for those in power, but this kind of interaction often limits new development. In Syria, state-business involvement through informal networks has contributed to an erratic economy. With unique access to private businessmen and select state officials during a critical period of transition, this book examines Syria's political economy from 1970 to 2005 to explain the nation's pattern of state intervention and prolonged economic stagnation. As state income from oil sales and aid declined, collusion was a bid for political security by an embattled regime. To achieve a modicum of economic growth, the Syrian regime would develop ties with select members of the business community, reserving the right to reverse their inclusion in the future. Haddad ultimately reveals that this practice paved the way for forms of economic agency that maintained the security of the regime but diminished the development potential of the state and the private sector.

The key messages are: (1) that the devastating civil war has set the country back decades in terms of economic, social and human development. Syria’s GDP today is less than half of what it was before the war started and it could take two decades or more for Syria to return to its pre-conflict GDP levels; and that (2) while reconstructing damaged physical infrastructure will be a monumental task, rebuilding Syria’s human and social capital will be an even greater and lasting challenge.

More than half of the population of Syria remains displaced; 5.6 million persons are registered as refugees outside of the country and another 6.2 million are displaced within Syria's borders. The internally displaced persons include 2 million school-age children; of these, less than half attend school. Another 739,000 Syrian children are out of school in the five neighborhood countries that host Syria's refugees. The loss of human capital is staggering, and it will create permanent hardships for generations of Syrians going forward. Despite the tragic prospects for renewed fighting in certain parts of the country, an overall reduction in armed conflict is possible going forward. However, international experience shows that the absence of fighting is rarely a singular trigger for the return of displaced people. Numerous other factors—including improved security and socioeconomic conditions in origin states, access to property and assets, the availability of key services, and restitution in home areas—play important roles in shaping the scale and composition of the returns. Overall, refugees have their own calculus of return that considers all of these factors and assesses available options. The Mobility of Displaced Syrians: An Economic and Social Analysis sheds light on the 'mobility calculus' of Syrian refugees. While dismissing any policies that imply wrongful practices involving forced repatriation, the study analyzes factors that may be considered by refugees in their own decisions to relocate. It provides a conceptual framework, supported by data and analysis, to facilitate an impartial conversation about refugees and their mobility choices. It also explores the diversified policy toolkit that the international community has available—and the most effective ways in which the toolkit can be adapted—to maximize the well-being of refugees, host countries, and the people in Syria.

Book excerpt: The so-called 'Cedar Revolution' in Lebanon, triggered by the assassination of the former Prime Minister Rafiq Hariri in February 2005, brought to an end three decades of Syrian military presence in the country. Here, Taku Osoegawa challenges the commonly-held claim that Lebanon and its leaders were simple puppets of the Syrian regime during the thirty years characterised as Lebanon under Syrian hegemony. Furthermore, by investigating Lebanon's own reasons for aligning itself with Syria, Syria and Lebanon aims to answer the following question: which theories of international relations are most relevant or best-suited to explain Lebanon's relations - particularly its bandwagoning - with Syria from 1970 (when the Asad regime was established) to the present day? By focusing on the actions and attitudes taken by Lebanon's political leadership, specifically the presidents and prime ministers, towards Syria, Osoegawa considers the applicability of the following theories: simple realism, complex realism, constructivism and complex interdependence. Syria and Lebanon also considers the ways in which the relationship between these two central states in the Middle East has developed since the Syrian withdrawal. For example, Osoegawa looks at the reasoning behind Syrian intransigence over the Special Tribunal for Lebanon and Hizbullah's weapons, and the consequences of the turmoil and violence which Syria has experienced since early 2011. This book's analysis is essential not only for the study of the relationship between Lebanon and Syria, but also their impact on political stability in the wider Middle East.
