Book excerpt: To meet the requirements of deterrence in the 1980s, U.S. strategic nuclear forces will need capabilities not envisioned in the design of existing weapon and support systems. These requirements result from the threat posed by large numbers of effective Soviet nuclear forces and air defenses and from the deterrent strategy the United States adopted to neutralize the implications of that threat. This 'countervailing strategy' includes the capability to survive a major Soviet nuclear attack, the capability to ensure destruction of the Soviet Union, and maintenance of a clearly evident capability to effectively engage in nuclear conflicts of a more limited nature. If projected increases in DOD spending are to effectively meet strategic needs, changes are needed to ensure that programs conceived under previous approaches to strategic deterrence can meet new requirements. The Secretary of Defense should develop an acquisition strategy that clearly delineates the programs needed to meet the requirements of countervailing strategy and shows the time frames when these capabilities can be available. This acquisition plan should be submitted to the Congress as part of DOD's next budget presentation. (Author).

Book excerpt: GAO undertook a review of the major issues concerning the effect of recent changes in U.S. deterrence strategy on the performance requirements of strategic command, control, and communications systems. Although countervailing strategy appeared in the fiscal years 1980 and 1981 Department of Defense (DOD) annual reports, and Presidential Directive 59 was signed in July 1980, GAO found various interpretations within DOD of the objectives of countervailing strategy, and there is no agreement on the weapon systems performance characteristics or the command, control, and communications capabilities needed to carry out the strategy. GAO also identified weapon system performance needed to meet the requirements of countervailing strategy. To meet these objectives, U.S. forces must have appropriate combinations of characteristics, including: (1) survivable, endurable, and flexible command, control, and communications systems that permit effective control over the forces continuously throughout a conflict; (2) weapon systems which can survive Soviet attacks; (3) endurance or continued readiness over a protracted period; (4) assured penetration of warheads to targets; (5) precision strike capability; and (6) timeliness, or capability to be launched and arrive on target in a short timeframe. The current Triad forces were not designed to carry out the employment strategy that has evolved through the 1970's. Some programs approved through fiscal year 1980 for strategic force modernization will provide some of the characteristics GAO believes are needed, but others will remain unfulfilled.

Book U S Strategic Force Planning

Download or read book U S Strategic Force Planning written by Kevin Neil Lewis and published by . This book was released on 1982 with total page 40 pages. Available in PDF, EPUB and Kindle. Book excerpt: Since the early 1970s, the nuclear planning community has gradually come to agree that a strategy emphasizing the flexible and discriminate employment of nuclear weapons is probably the best way to make the U.S. deterrent more reliable and credible. However, serious problems continue to undermine U.S. preparations for a strategy of flexible employment. Already tenuous, the link between U.S. nuclear employment planning and force structure planning has been further weakened by strategic funding levels that have not been able to meet the demands that evolving U.S. strategy has placed on the posture. In this paper the author argues for a new planning approach to reconnect force and employment planning that would, without absolute guidance about war aims, enhance deterrence and permit more effective response in the event of nuclear war. This planning approach would: (1) take realistic account of the strategic forces budget; (2) consider the competitive effect of force planning on Soviet actions; (3) be conducted over a long-range horizon; (4) have sufficient agility to keep the politics of strategic forces from excessively distorting the characteristics of specific programs; and (5) use certain "themes" to shape force employment and acquisition decisions.

Book excerpt: The Oscar-shortlisted documentary Command and Control, directed by Robert Kenner, finds its origins in Eric Schlosser's book and continues to explore the little-known history of the management and safety concerns of America's nuclear aresenal. “A devastatingly lucid and detailed new history of nuclear weapons in the U.S. Fascinating.” —Lev Grossman, TIME Magazine “Perilous and gripping . . . Schlosser skillfully weaves together an engrossing account of both the science and the politics of nuclear weapons safety.” —San Francisco Chronicle A myth-shattering exposé of America’s nuclear weapons Famed investigative journalist Eric Schlosser digs deep to uncover secrets about the management of America’s nuclear arsenal. A groundbreaking account of accidents, near misses, extraordinary heroism, and technological breakthroughs, Command and Control explores the dilemma that has existed since the dawn of the nuclear age: How do you deploy weapons of mass destruction without being destroyed by them? That question has never been resolved—and Schlosser reveals how the combination of human fallibility and technological complexity still poses a grave risk to mankind. While the harms of global warming increasingly dominate the news, the equally dangerous yet more immediate threat of nuclear weapons has been largely forgotten. Written with the vibrancy of a first-rate thriller, Command and Control interweaves the minute-by-minute story of an accident at a nuclear missile silo in rural Arkansas with a historical narrative that spans more than fifty years. It depicts the urgent effort by American scientists, policy makers, and military officers to ensure that nuclear weapons can’t be stolen, sabotaged, used without permission, or detonated inadvertently. Schlosser also looks at the Cold War from a new perspective, offering history from the ground up, telling the stories of bomber pilots, missile commanders, maintenance crews, and other ordinary servicemen who risked their lives to avert a nuclear holocaust. At the heart of the book lies the struggle, amid the rolling hills and small farms of Damascus, Arkansas, to prevent the explosion of a ballistic missile carrying the most powerful nuclear warhead ever built by the United States. Drawing on recently declassified documents and interviews with people who designed and routinely handled nuclear weapons, Command and Control takes readers into a terrifying but fascinating world that, until now, has been largely hidden from view. Through the details of a single accident, Schlosser illustrates how an unlikely event can become unavoidable, how small risks can have terrible consequences, and how the most brilliant minds in the nation can only provide us with an illusion of control. Audacious, gripping, and unforgettable, Command and Control is a tour de force of investigative journalism, an eye-opening look at the dangers of America’s nuclear age.
