For instance, there has been a revived emphasis on state stability and, conversely, a problematisation of state weakness as a threat. US officials have focused on 'failed states', such as Somalia, as havens and recruiting grounds for terrorists. Correspondingly, state building has been declared a key tactic of counter-terrorism. US officials have argued that the best long-term defence against terrorism is the existence of functional central governments, especially those willing to cooperate with Washington. Therefore, the US State Department recently stated that the two pillars of state building and counter-terrorism drive US policy in Somalia (McCormack 2006). The purpose of this report is to consider the interaction of those pillars in policymaking and, especially, their application at the scene of action.

The vacuum of power in Somalia, in turn, enabled Al Qaida and other radical Islamic organizations to find allies and refuge in there. Shay's account shows how the presence of radical Islamic entities in the area, alongside local problems and conflicts, has turned Somalia into a focal point in the global war against terror. On June 5, 2006, the Islamic Courts Union (ICU) declared victory in its struggle against the Alliance for the Restoration of Peace and Counter Terrorism (ARPCT), a coalition of U.S. backed warlords. Shortly after their victory announcement, the ICU implemented a Taliban-style radical Islamic rule. The rule of the ICU was brief. In December 2006 they were defeated by a coalition of the Transitional Federal Government (TFG) and Ethiopian forces. In spite of the ICU's defeat, internal conflict in Somalia between the ICU and the interim government of Somalia (TFG), backed by Ethiopia, is still far from concluded. Shay shows how the internal conflict may spill over into other nations, creating a larger regional theater of Jihad. He also provides some ideas on how to prevent the foundation of a new radical Islamic state that could become a haven of the Islamic terror in the Horn of Africa. This volume is instructive in demonstrating the consequences of destabilisation. It will be of interest to foreign policy analysts, regional specialists, and strategists in the war against terror.

This monograph, published in February 2014, is designed to serve as a tactical document for members of the special operations community outlining the way in which the international community and AMISOM can best support the Somali Federal Government now that the anti-Shabaab coalition's respective governments have made the decision to do so. It does not attempt to establish whether the policy decision to support the government is correct, as that is a question influenced by a complex set of factors beyond the scope of this document. It assumes that policymakers have calculated that the government can achieve legitimacy, and so operates under the assumption that the policy decision is correct. It further acknowledges that Somalia faces challenges to peace and stability beyond al-Shabaab-the focus of this monograph is on how to wage a counterinsurgency campaign against the group, but there are other thorny challenges beyond the insurgency that also must be addressed before the country will become stable. This work provides a meaningful context to al-Shabaab and the Somali milieu. Al Shabaab has been pushed from all of its major strongholds by a robust international effort, and its violent Salafism has alienated many Somalis. But it still has teeth. It continues to harass coalition forces, as well as ordinary Somalis, with improvised explosive devices, suicide bombings, and assassinations. Its tactics reflect a strategic decision made by its leadership to fight a guerrilla war, a familiar role for a group that thrived by waging an anti-Ethiopian insurgency in the mid-2000s. The work points out that the coalition has not responded with a coherent counterinsurgency campaign dedicated to maintaining and winning Somalis' support. All indications are that it failed to properly plan the best way to fight al-Shabaab's evolution, and it has made its task harder by committing a series of mistakes. Most grievously, Kenya has involved itself in tribal politics in Lower Juba, and appears to be picking favorites in a country infamous for its violent and oftentimes inscrutable clan dynamics. Lasting peace for a unified Somalia hinges on the establishment of a highly-decentralized but viable and effective indigenous government. But some members of the coalition appear intent on pursuing their own national interests instead. Such a disunified approach badly damages the new government's legitimacy, and makes it impossible to implement a coherent counterinsurgency strategy. The government, for its part, has made little progress in breaking from the corruption and ineffectiveness that so hobbled its predecessors. It identified the al-Qaida organization and Afghanistan under the Taliban regime as the initial targets of the offensive, and Iraq as the next. However, aside from the countries included by President Bush in the Axis of Evil (Iraq, Iran, and North Korea), a triangle of countries in the Red Sea region are also potential targets in the war against terror - Sudan, Somalia, and Yemen.This assessment is based on the historical record: Each of these countries has in one form or another provided refuge for Islamic terror organizations. Sudan, Somalia, and Yemen are Muslim states, situated at the periphery of the heart of Islam, which is generally identified as the Arab Peninsula, Egypt, and the Fertile Crescent. This area is of strategic significance to both sides of the vital shipping route that connects the Arabian Sea (the Indian Ocean) and the Red Sea. Osama Bin Laden, al-Qaida, and members of other radical Islamic organizations have found allies and safe havens in both the heart of Islam and its periphery. The presence of radical Islamic entities in the region, alongside local problems and conflicts rooted in national, ethnic, and tribal issues, has turned the Red Sea countries into a nucleus of instability and dissension, one that threatens the security and peace of both neighboring and more distant countries.Shay examines the three countries designated as the Red Sea Terror Triangle, and explores the ties each maintains with Islamic terror, as well as the reciprocal links between them.
