Beginning in late 2005 and early 2006, the term Long War began to appear in U.S. security documents such as the National Security Council's National Strategy for Victory in Iraq and in statements by the U.S. Secretary of Defense and the Chairman of the JCS. The description Long War—unlimited in time and space and continuing for decades—is closer to reality and more useful than GWOT. Colonel Robert Cassidy argues that this protracted struggle is more correctly viewed as a global insurgency and counterinsurgency. Al Qaeda and its affiliates, he maintains, comprise a novel and evolving form of networked insurgents who operate globally, harnessing the advantages of globalization and the information age. They employ terrorism as a tactic, subsuming terror within their overarching aim of undermining the Western-dominated system of states. Placing the war against al Qaeda and its allied groups and organizations in the context of a global insurgency has vital implications for doctrine, interagency coordination, and military cultural change-all reviewed in this important work. Cassidy combines the foremost maxims of the most prominent Western philosopher of war and the most renowned Eastern philosopher of war to arrive at a threefold theme: know the enemy, know yourself, and know what kind of war you are embarking upon. To help readers arrive at that understanding, he first offers a distilled analysis of al Qaeda and its associated networks, with a particular focus on ideology and culture. In subsequent chapters, he elucidates the challenges big powers face when they prosecute counterinsurgencies, using historical examples from Russian, American, British, and French counterinsurgent wars before 2001. The book concludes with recommendations for the integration and command and control of indigenous forces and other agencies.

Book excerpt: The rise and fall of the Cold War coincided with the universalization and consolidation of the modern nation-state as the key unit of the wider international system. A key characteristic of the post-Cold War era, in which the US has emerged as the sole superpower, is the growing number of collapsing or collapsed states. A growing number of states are, or have become, mired in conflict or civil war, the antecedents of which are often to be found in the late-colonial and Cold War era. At the same time, US foreign policy (and the actions of other organizations such as the United Nations) may well be compounding state failure in the context of the post-9/11 Global War on Terror (GWOT) or what is also increasingly referred to as the ‘Long War’. The Long War is often represented as a ‘new’ era in warfare and geopolitics. This book acknowledges that the Long War is new in important respects, but it also emphasizes that the Long War bears many similarities to the Cold War. A key similarity is the way in which insurgency and counterinsurgency were and continue to be seen primarily in the context of inter-state rivalry in which the critical local or regional dynamics of revolution and counter-revolution are marginalized or neglected. In this context American policy-makers and their allies have again erroneously applied a ‘grand strategy’ that suits the imperatives of conventional military and geo-political thinking rather than engaging with what are a much more variegated array of problems facing the changing global order. The author, a retired Army lieutenant colonel and CSI historian, has produced a study that examines the evolution and continued applicability of the corpus that constitutes the law of war. As background, he provides a theoretical framework and the development of the law within Western and, specifically, U.S. Army doctrine and regulation. He then presents a case study of the British suppression of the Mau Mau insurgency between 1952 and 1960 in Kenya, a conflict with particular resonance today. Some of the more relevant characteristics of the conflict include the clash between Western and non-Western cultures and an initially asymmetric fight between conventional security forces and loosely organized, poorly equipped insurgents. It makes no claim that every lesson learned by the British during that counterinsurgency operation can be directly applied by the United States to the challenges of the GWOT, but this analysis does offer some insight about applying the law of war to an unfamiliar, non-Western environment. The genesis of this study is the public discourse asserting the possibility that the GWOT may require new rules and new law-of-war prescripts. This important discussion is fraught with complexities and long-term implications; the moral force in warfare is incredibly significant and any changes to the legal framework in place must be very carefully considered. Do we follow the law of war to the letter, do we remain consistent with the principles of Geneva, or do we approach the conflict as a new challenge requiring fundamental revisions to the law? According to the author, law-of-war violations are neither necessary nor excusable for successful prosecution of military operations in any environment, and because the law of war in its current form is more than adequate to face the new GWOT challenges, it does not warrant revision.
