Book excerpt: Since early 2007 a new breed of combatants has appeared on the streets of Mogadishu and other towns in Somalia: the 'Shabaab', or youth, the only self-proclaimed branch of al-Qaeda to have gained acceptance (and praise) from Ayman al-Zawahiri and 'AQ centre' in Afghanistan. Itself an offshoot of the Islamic Courts Union, which split in 2006, Shabaab has imposed Sharia law and is also heavily influenced by local clan structures within Somalia itself. It remains an infamous and widely discussed, yet little-researched and understood, Islamist group. Hansen's remarkable book attempts to go beyond the media headlines and simplistic analyses based on alarmist or localist narratives and, by employing intensive field research conducted within Somalia, as well as on the ground interviews with Shabaab leaders themselves, explores the history of a remarkable organisation, one that has survived predictions of its collapse on several occasions. Hansen portrays al-Shabaab as a hybrid Islamist organization that combines a strong streak of Somali nationalism with the rhetorical obligations of international jihadism, thereby attracting a not insignificant number of foreign fighters to its ranks. Both these strands of Shabaab have been inadvertently boosted by Ethiopian, American and African Union attempts to defeat it militarily, all of which have come to nought.

The book's two parts provide a history of the mission from its genesis in an earlier, failed regional initiative in 2005 up to mid-2017, as well as an analysis of the mission's six most important challenges, namely, logistics, security sector reform, civilian protection, strategic communications, stabilization, and developing a successful exit strategy. These issues are all central to the broader debates about how to design effective peace operations in Africa and beyond. AMISOM was remarkable in several respects: it would become the African Union's (AU) largest peace operation by a considerable margin deploying over 22,000 soldiers; it became the longest running mission under AU command and control, outlasting the nearest contender by over seven years; it also became the AU's most expensive operation, at its peak costing approximately US$1 billion per year; and, sadly, AMISOM became the AU's deadliest mission. Although often referred to as a peacekeeping operation, AMISOM's troops were given a range of daunting tasks that went well beyond the realm of peacekeeping, including VIP protection, war-fighting, counterinsurgency, stabilization, and state-building as well as supporting electoral processes and facilitating humanitarian assistance.

Documenting and delving deep into the reign and rule of General Mohamed Siad Barre regime in Somalia from 1969 up to 1991, the book puts emphasis on African agencies—ostensibly shaped by external beneficiaries and patrons—over what went wrong with Africa after the much-awaited post-colonial period. It does so by critically engaging with the wider theoretical and conceptual frameworks in African Studies which more often than not tend to attribute the post-colonial African State raptures to colonialism. The main thesis of the book is that colonialism left Africa on its own space wherein African leaders could have made a difference. By putting discrete perspectives into historical context, the book circumnavigates through comparative and comprehensive holistic approach to the Siad Barre regime to reveal how colonialism did not produce less than what criminalisation of the State resulted in Somalia. This empirical analysis is crucial to understanding the contemporary conundrum facing the Somali world today. The argument is that the contemporary conflicts are not only attributable to—but also because of—the past plunders of the post-colonial leaders trained by the departed colonial authorities. Employing nuanced analytic concepts and categories, the aim of the book is to refine the past to recapture the present and envision the future. Framing new ways of analyzing military regimes in Africa begins with (re)assessment of how the Siad Barre regime was previously approached. Critical in cementing this conviction has been the realisation that developments originated from Arab Mediterranean countries and spread to the Sahel have now such a potential to affect Western security and interests as to warrant even military intervention, as France’s operation in Mali attests. EU and US involvement in fighting piracy off the Horn of Africa had already laid bare the nexus between their security interests and protracted crises in sub-Saharan Africa. But the new centrality acquired by the Sahel after the Arab uprisings – particularly after Libya’s civil war – has elevated this nexus to a new, larger dimension. The centre of gravity of Europe’s security may be swinging to Africa, encompassing a wide portion of the continental landmass extending south of Mediterranean coastal states. The recrudescence of the terrorist threat from Mali to Algeria might pave the way to an American pivot to Africa, thus requiring fresh thinking on how the European Union and the United States can better collaborate with each other and with relevant regional actors.

It aims to raise awareness of the continuing severe violations of their human rights, so that they can move from exclusion and poverty towards a future of dignity, equal opportunities and non-discrimination alongside their fellow citizens. The report examines the current situation in three regions of Somalia – Somaliland, Puntland and south-central Somalia – where differing political climates have left minorities in a state of desperation. Severe human rights violations against internally displaced minorities, particularly women, were reported to MRG’s researchers in Puntland. Accounts of hate speech, displacement and religious persecution, particularly of Christians, emerged in the violent south-central region of the country, where militant organization al-Shabaab controls much of the territory. Meanwhile, in the relatively peaceful self-declared Republic of Somaliland in north-western Somalia, minorities still face significant barriers in the political, educational and social spheres. MRG emphasizes, among other recommendations, that the future new Constitution of Somalia must recognize the country’s minorities and guarantee their right to non-discrimination; that the participation of minorities in public life should be promoted; and that special measures should be implemented to protect and promote the rights of women from minority communities. The report’s author, Martin Hill, is a specialist on Somali human rights. He has extensive experience of the Horn of Africa, having spent more than 30 years as a researcher for Amnesty International.
