Book excerpt: Cauca, located in southwestern Colombia and home to the largest indigenous population in the country, is renowned as a site of indigenous mobilization. In 1994, following a destructive earthquake, many families in Cauca were forced to leave their communities of origin and relocate to other areas within the province where the state provided them with land and housing. Noting that disasters offer communities the opportunity to remake themselves and their priorities, David D. Gow examines how three different communities established after the earthquake wrestled with conflicting visions of development. He shows how they each countered traditional notions of development by moving beyond a myopic obsession with poverty alleviation to demand that Colombia become more inclusive and treat all of its people as citizens with full rights and responsibilities. Through ethnographic fieldwork conducted annually in Cauca from 1995 through 2002, Gow compares the development plans of the three communities, looking at both the planning processes and the plans themselves. In so doing, he demonstrates that there is no single indigenous approach to development and modernity. He describes differences in how each community defined and employed the concept of culture, how they connected a concern with culture to economic and political reconstruction, and how they sought to assert their own priorities while engaging with the existing development resources at their disposal. Ultimately, Gow argues that the moral vision advanced by the indigenous movement, combined with the growing importance attached to human rights, offers a fruitful way to think about development: less as a process of integration into a rigidly defined modernity than as a critical modernity based on a radical politics of inclusive citizenship.

The more frequent and faster travel that we experience today also escalates the risk of contraction and transmission of potentially deadly infections. This has created a very real and escalating risk for injuries and deaths. This is accentuated in the military and medical staff that is more frequently exposed to radiological, chemical, and biological agents in their normal working environment. Understanding the mechanisms whereby these toxic agents inflict damage to our bodies is essential to prepare us for these challenges. Much of the damage is inflicted through the generation of free radicals and non-radical oxidants which then act through oxidative mechanisms to injury the body. This volume will discuss the damage caused by these radiological, chemical, and biological environmental stressors, the mechanisms through which the damage can occur and the novel strategies that can be used to reduce the injury inflicted by these toxic compounds. Using basic and clinical research approaches, the contents of this book discuss new ideas for the development of bioactive products and environmental approaches to lessen or negate the biological damage inflicted by these noxious compounds.

Since the dawn of the new millennium, combating terrorism has become a primary focus of security professionals throughout the world. The attacks of September 11, 2001, inaugurated a new global era of counterterrorism policy and activity, led by the United States, while many countries—from Algeria and Spain to Sri Lanka and Indonesia—have redoubled their efforts to combat their own indigenous terrorism threats. Book excerpt: The attacks of September 11 and the release of anthrax spores revealed enormous vulnerabilities in the U.S. public-health infrastructure and suggested similar vulnerabilities in the agricultural infrastructure as well. The traditional public health response-surveillance (intelligence), prevention, detection, response, recovery, and attribution-is the paradigm for the national response not only to all forms of terrorism but also to emerging infectious diseases. Thus, investments in research on bioterrorism will have enormous potential for application in the detection, prevention, and treatment of emerging infectious diseases that also are unpredictable and against which we must be prepared. The deciphering of the human genome sequence and the complete elucidation of numerous pathogen genomes, our rapidly increasing understanding of the molecular mechanisms of pathogenesis and of immune responses, and new strategies for designing drugs and vaccines all offer unprecedented opportunities to use science to counter bioterrorist threats. But these same developments also allow science to be misused to create new agents of mass destruction. Hence the effort to confront bioterrorism must be a global one. Countering Bioterrorism makes the following recommendations: Recommendation 1: All agencies with responsibility for homeland security should work together to establish stronger and more meaningful working ties between the intelligence, S&T, and public health communities. Recommendation 2: Federal agencies should work cooperatively and in collaboration with industry to develop and evaluate rapid, sensitive, and specific early-detection technologies. Recommendation 3: Create a global network for detection and surveillance, making use of computerized methods for real-time reporting and analysis to rapidly detect new patterns of disease locally, nationally, and ultimately- internationally. The use of high-throughput methodologies that are being increasingly utilized in modern biological research should be an important component of this expanded and highly automated surveillance strategy. Recommendation 4: Use knowledge of complex biological patterns and high-throughput laboratory automation to classify and diagnose infections in patients in primary care settings. Recommendation 5: USDA should create an agency for control and prevention of plant disease. This agency should have the capabilities necessary to deal effectively with biothreats.

Today, the term “weapons of mass destruction” (WMD) is used to address many things, from grams of ricin and barrels of industrial chemicals to megaton nuclear weapons. As a direct result of the decision to refer to all nuclear, biological, and chemical (NBC) weapons as well as biological, chemical and radiological (CBR) hazards as “WMD,” we have lost the ability to accurately develop, assess, and discuss policy concerns relating to the contemporary use of unconventional weapons on the battlefield and within the homeland. This book uses a public policy framework to examine how the U.S. government, and in particular the U.S. military, should address the potential use of unconventional weapons in the 21st century. It defines the problem, identifies the policy actors and reviews policy options. It discusses past policy efforts before offering a critical review of current strategies and how WMD issues are integrated into the current military Joint Operating Concepts (deterrence, cooperative security, major combat operations, irregular warfare, stability, and homeland security), and proposes new national framework for countering WMD. The aim is to answer such questions as what does counterproliferation mean and whether the U.S. government is adequately prepared to protect U.S. citizens and its armed forces from adversaries developing unconventional weapons.
