The findings confirm a direct connection between the counterfeit goods market and the funding of organized crime. The connection to the funding of terrorist groups was not proven conclusively.

Running and maintaining organized crime requires substantial financing. Cutting off the source of funds of organized criminals will leave them penniless and paralyzed. The counterfeit industry is a global problem that affects everyone by disrupting the financial stability of the market. Economic terrorism could ensue if China fails to protect intellectual property and dangerous product suppliers continue to prosper and take over the global market.
