Book excerpt: The WELL programme was financed by the ESF as part of the 2007-2013 Regional Operational Programme of Umbria Region, Italy. The aim of the programme was to increase the career prospects of unemployed graduates in the region. It consisted of two measures: (i) on-the-job training for unemployed graduates and (ii) wage subsidy to firms and organizations that eventually hired the trainee. The goal of the CIE was to evaluate the effectiveness of the intervention in terms of employability of participants. In doing so, monitoring data of the programme were combined with administrative data from the Compulsory Communication Database (CCD) of the Italian Ministry of Labour, which records total hirings, renewals, transformations, and cessations of labour contracts in the private sector. The analysis was performed by means of propensity score matching. Results indicate that WELL participants are more likely to be employed. This positive effect is measured only for participants who found a job within the region boundaries. However, policy implications are still drawn with caution and require some further crosschecking for potential unobserved factors, since the limited number of variables in the matching impede the full attribution of causality. Therefore, CRIE and Umbria Region agreed on extending the current analysis by including additional data on past labour market experience in the matching procedure, in order to strengthen the comparability of participants and non-participants and hence the identification of causal impact of the intervention.

Book excerpt: This paper presents a meta-analysis of recent microeconometric evaluations of active labor market policies. Our sample contains 199 separate "program estimates"--Estimates of the impact of a particular program on a specific subgroup of participants - drawn from 97 studies conducted between 1995 and 2007. For about one-half of the sample we have both a short-term program estimate (for a one-year post-program horizon) and a medium- or long-term estimate (for 2 or 3 year horizons). We categorize the estimated post-program impacts as significantly positive, insignificant, or significantly negative. By this criterion we find that job search assistance programs are more likely to yield positive impacts, whereas public sector employment programs are less likely. Classroom and on-the-job training programs yield relatively positive impacts in the medium term, although in the short-term these programs often have insignificant or negative impacts. We also find that the outcome variable used to measure program impact matters. In particular, studies based on registered unemployment are more likely to yield positive program impacts than those based on other outcomes (like employment or earnings). On the other hand, neither the publication status of a study nor the use of a randomized design is related to the sign or significance of the corresponding program estimate. Finally, we use a subset of studies that focus on post-program employment to compare meta-analytic models for the "effect size" of a program estimate with models for the sign and significance of the estimated program effect. We find that the two approaches lead to very similar conclusions about the determinants of program impact.

The current economic and financial crisis has further exacerbated the situation for young people in many advanced economies. Observers are divided as to the optimal design of youth employment policy. Liberalists believe that the market itself should address youth disadvantages. More flexible labor markets should also guarantee greater labor turnover, including temporary work, so as to allow young people to move from one job to the next until they accumulate the work experience they need to become more employable and find the right career. In contrast, other economists oppose approaches focusing on entry flexibility and temporary work, claiming that the former type helps only the most skilled and motivated target groups, while the latter only allows young people to gather generic, not job-specific work experience.
