This book demonstrates that if a secessionist entity’s effectiveness is achieved in violation of peremptory norms, the emergence of statehood is precluded, thereby challenging a classical view of secession as purely factual and meta-legal. Dr. Júlia Miklasová coins the term “illegal secessionist entity,” demonstrates the pervasive effects of the original illegality on the subsequent relations of such entities (purported diplomatic, treaty, economic relations, acts and laws) and outlines the overlapping regimes of the law of occupation, human rights law and duty of non-recognition. Post-Soviet secessionist entities result from an illegal use of force. They are thus prohibited from becoming States, and further consequences of their illegality apply.

This book is written for those interested in the character, causes, and consequences of governance within the state. This book sets out a measure of authority for seventy-six international organizations (IOs) from 1950, or the time of their establishment, to 2010 which can allow researchers to test expectations about the character, sources, and consequences of international governance. The international organizations considered are regional (e.g. the EU, Andean Community, NAFTA), cross-regional (e.g. Commonwealth of Nations, the Organization of Islamic Cooperation), and global (e.g. the UN, World Bank, WTO). Firstly, the book introduces carefully constructed estimates for the scope and depth of authority exercised by international governments. The estimates are unique in their comparative scope, their specificity, and time span. Secondly, it describes describe broad trends in IO authority by comparing delegation and pooling, over time, across IOs, and across decision areas. Thirdly, it presents the evidence gathered by the authors to estimate international authority by carefully discussing forty-seven international organizations, and showing how their bodies are composed, what decisions each body makes, and how they make decisions. In East Berlin, where the historic core of the city lay, decisions made by the socialist leadership about what should be restored, reconstructed, or entirely reimagined would have a tremendous and lasting impact on the urban landscape. Risen from Ruins examines the cultural politics of the rebuilding of East Berlin from the end of World War II until the construction of the Berlin Wall, combining political analysis with spatial and architectural history to examine how the political agenda of East German elites and the ruling Socialist Unity Party (SED) played out in the built environment. Following the destruction of World War II, the center of Berlin could have been completely restored and preserved, or razed in favor of a sanitized, modern city. The reality fell somewhere in between, as decision makers balanced historic preservation against the opportunity to model the Socialist future and reject the example of the Nazi dictatorship through architecture and urban design. Paul Stangl's analysis expands our understanding of urban planning, historic preservation, modernism, and Socialist Realism in East Berlin, shedding light on how the contemporary shape of the city was influenced by ideology and politics.
