Book excerpt: From Cotton Belt to Sunbelt investigates the effects of federal policy on the American South from 1938 until 1980 and charts the close relationship between federal efforts to reform the South and the evolution of activist government in the modern United States. Decrying the South's economic backwardness and political conservatism, the Roosevelt Administration launched a series of programs to reorder the Southern economy in the 1930s. After 1950, however, the social welfare state had been replaced by the national security state as the South's principal benefactor. Bruce J. Schulman contrasts the diminished role of national welfare initiatives in the postwar South with the expansion of military and defense-related programs. He analyzes the contributions of these growth-oriented programs to the South's remarkable economic expansion, to the development of American liberalism, and to the excruciating limits of Sunbelt prosperity, ultimately relating these developments to southern politics and race relations. By linking the history of the South with the history of national public policy, Schulman unites two issues that dominate the domestic history of postwar America--the emergence of the Sunbelt and the expansion of federal power over the nation's economic and social life. Biotechnology can make a signi?cant contribution to this effort as demonstrated by cotton and other crops; the new advances in biotechnology have made it possible to develop plants that contain genes that were not possible to be developed by sexual means. Cotton has been a leader in the use of biotechnology. With the introduction of Bt cotton, followed by stacked cotton products (insect and herbicide tolerance) and extensive use of molecular breeding tools, cotton cultivation has been much improved. The contributions in this book illustrate the scienti?c advances that are going on in cotton and the impact they continue to deliver for all cotton growers. Twelve percent of the global cotton area is now under biotech products at 15. 5 million ha. The primary bene?ts from using genetically engineered cotton include reduced insecticide use, lower production costs, improved yields, lower farming risks, and increased opportunities to grow cotton in areas of severe pest infestation.

While the first phase of FAO’s efforts concentrated more on conducting policy analysis and measuring public expenditures, this second phase built on the first phase’s outcomes to support policy reforms across Southern Asia and sub-Saharan Africa. MAFAP has been found to be an effective and well-positioned influencer of policy reforms in the agricultural sector. However, there are areas of improvement for this programme, including: i) increased resources to better address increasing policy support demand; ii) more strategic planning; iii) more formal institutionalization and more engagement with civil society and the private sector; iv) more coherence at country level in conducting preliminary analysis; and v) improvement to its knowledge management system in order not to lose its institutional memory.
