Book excerpt: This study established the unit costs of pavement and bridge damage due to overweight vehicles, and discussed issues concerning overweight vehicle e enforcement in Indiana. The study identified gaps in the existing practice and research, and established a practical framework that includes the development of asset families; establishment of realistic types and timings of reconstruction, rehabilitation, and maintenance, traffic volumes and growth projections; and damage cost estimation for each asset family and age group. The sensitivity of asset damage cost with respect to key policy and analysis variables was explored. Finally, the study examined the cost and operational issues associated with the enforcement of overweight truck policies. For pavement assets, the damage cost estimates were found to range from $0.006 per ESAL-mile on Interstates to $0.218 per ESAL-mile on non-national highways. The results also suggested that the pavement damage cost estimates are highly sensitive to the pavement life-cycle length, interest rate, rest period, and the costs and service lives of rehabilitation treatments. For bridges, an incremental-design methodology was used to assign damage cost to vehicle classes based on axle configurations and vehicle-miles of travel. Each FHWA vehicle weight group was classified into an equivalent AASHTO loading using the modified equivalent vehicle model which is based on gross vehicle weight, axle loading and axle spacing. Adopting a permit structure on the basis of gross vehicle weight only, will result in some vehicles underpaying by as much as 92% of their actual contribution to bridge damage. Finally, the study examined the cost and operational issues associated with the enforcement of overweight truck policies and made recommendations regarding equipment types and locations, staffing, and staff schedules, in order to promote cost-effective practices in weight enforcement.

Book excerpt: The Indiana House Enrolled Act 1481 (HEA-1481) requires that INDOT delivers the HEA-1481 study by December 31, 2014. This will precede the adoption of final rules for the issuance, fee structure, and enforcement of permits for overweight divisible loads; a fee structure of permits for loads on extra heavy duty highways; and a fee structure of permits for overweight loads. On December 26, 2013, INDOT adopted the Emergency Rules regarding these items, as required by HEA-1481, effective January 1, 2014. HEA-1481 requires INDOT to use the results of this impact study to inform the setting of the final rules. Three different fee structures were considered: Pre-HEA-1481 fee structures in place prior to HEA-1481; Interim Policy fee structures in place between June 1 and December 31 of 2013; and the Emergency Rules that took effect January 1, 2014 and superseded the above two fee structures. INDOT commissioned this study to evaluate the impacts of overweight divisible load permits on revenue, asset consumption, alternative transportation modes, and Indiana's economic development and economic competitiveness relative to other Midwestern states. The results of the analysis indicate that overall, the overweight commodities divisible permit structure arising from HEA-1481 is not expected to dramatically change the consumption of Indiana's pavement and bridge assets, but it will lead to a slight increase in the revenue collected per permit and a slight decrease in the gap between consumption and revenue. However, the gap between revenue and consumption is still significant: for the pre-HEA-1481 and the Emergency Rule periods, the consumption-revenue gaps were estimated as approximately $33 million and $30 million, respectively. From an operations standpoint of mobility and safety, it was estimated that HEA-1481 will have an ambiguous impact due to the twin but opposing effects of traffic impairment and trips reduction associated with overweight vehicles.Overall, HEA-1481 is expected to help protect the highway bridge and pavement infrastructure by providing incentives for less-damaging loading behavior, reduce the gap between revenue and consumption, increase the economic competitiveness of trucking operations relative to other states, and provide a more industry-friendly environment for increased economic development in Indiana.

Book excerpt: To help assess proposals for further changes in federal truck weight limits, Congress requested this study through Section 158 of the Surface Transportation and Uniform Relocation Assistance Act of 1987. To conduct the study, the National Research Council convened a special Transportation Research Board committee with experts in pavements, bridges, highway safety, freight transportation economics, motor vehicle design, highway administration, motor carrier operations, and enforcement of motor vehicle regulations. The study focused on four issues identified in the study request that involve potential changes to federal weight limits for Interstate highways: (1) Elimination of existing grandfather provisions; (2) Alternative methods for determining gross vehicle weight and axle loadings; (3) Adequacy of the current federal bridge formula; and (4) Treatment of specialized hauling vehicles--garbage trucks, dump trucks, and other trucks with short wheel bases that have difficulty complying with the current federal bridge formula. For each of these issues, the study committee estimated the nationwide effects of changes in federal limits proposed by the trucking industry, highway agencies, and other groups. Projections of heavy-truck miles by type of truck, region of the country, highway functional class, and operating weight were developed for a base case and alternative truck weight regulatory scenarios. These projections were then used to estimate impacts on truck costs, pavements, bridges, and safety.
