This paper takes stock of the adequacy of the system and highlights its challenges. Chile’s defined contribution system was quite influential when introduced, and was taken as an example by other countries. However, it is now delivering low replacement rates relative to OECD peers, as its parameters did not adapt over time to changing demographics and global returns, while informality persists in the labor market. In the absence of reforms, the system’s inability to deliver adequate outcomes for a large share of participants will continue to magnify, as demographic trends and low global interest rates will continue to reduce replacement rates. In addition, recent legislation allowing for pension savings withdrawals to counter the effects from the COVID-19 pandemic, is projected to further reduce replacement rates and increase fiscal costs. A substantial improvement in replacement rates is feasible, via a reform that raises contribution rates and the retirement age, coupled with policies that increases workers’ contribution density.

However, the literature on pension fund economics and finance is rather limited, caused, in part, to limited data availability. This book contributes to this literature and focuses on three important areas. The first is pension fund (in)efficiency, which has a huge impact on final benefits, particularly when annual spoilage accumulates over a lifetime. Scale economies, pension plans complexity and alternative pension saving plans are important issues. The second area is investment behavior and risk-taking. A key question refers to the allocation of investments over high risk/high return and relatively safe assets. Bikker investigates whether pension funds follow the life-cycle hypothesis: more risk and return for pension funds with young participants. Many pension funds are rather limited in size, which may raise the question how financially sophisticated the pension fund decision makers are: rather professionals or closer to unskilled private persons? The third field concerns two regulation issues. How do pension fund respond to shocks such as unexpected investment returns or changes in life expectancy? This book reconsiders the multi-pillar pension scheme against the background of these pressures. It adopts an integral perspective and asks how the pension system as a whole contributes to the three basic functions of pension schemes: facilitating life-cycle financial planning, insuring idiosyncratic risks and sharing macroeconomic risks across generations. It focuses on the optimal balance between the various pension pillars and on the optimal design of each of the schemes. It sketches a number of economic trade-offs, showing that countries may opt for different pension schemes depending on how they react to these trade-offs.

While other regions—Central Asia, Eastern Europe, and Latin America, in particular—have been actively introducing reforms to their pension systems, Middle East and North African countries have lagged behind. This is explained, in part, by the common belief that, because demographics remain favorable—the countries are young and the labor force is expanding rapidly—financial problems are far in the future; as a result, pension reform does not have to be a priority in the broader policy agenda.However, the authors show that aging is not the only factor behind a financial crisis; the problem is the generosity of the current schemes. Moreover, badly designed benefit formulas and eligibility conditions introduce unnecessary economic distortions and make the systems vulnerable to adverse distributional transfers. The book does not present a general model that could solve the problems of all pension systems in Middle East and North Africa countries. Mit Blick auf die Periode zwischen Knappschaftsgesetz einerseits und Gründung der Reichsknappschaft andererseits (1854-1923) untersucht diese Arbeit ein versicherungsökonomisches Problem, über das bereits die zeitgenössischen Beobachter der Knappschaftsvereine intensiv diskutierten: Wie ist die optimale Größe eines Sozialversicherungsträgers zu bestimmen und zu implementieren? Gibt es überhaupt eine „optimale“ Größe? Oder gilt nicht vielmehr „je größer, desto besser“? Vor dem Hintergrund zweier ökonomischer Kategorien – versicherungstechnisches Risikos und Verwaltungseffizienz – werden diese Fragen am konkreten historischen Beispiel der preußischen Knappschaftsvereine untersucht. Obwohl die jüngere Historiographie die außerordentliche Bedeutung der Knappschaftsvereine des 19. Jahrhunderts als eines der ersten Sozialversicherungssysteme überhaupt herausgestellt hat, stellt deren Wirtschafts- bzw. Versicherungsgeschichte ein Forschungsdesiderat dar. Diese Arbeit füllt zu einem gewissen Grad diese Forschungslücke, indem sie auf ein historisches Phänomen fokussiert, dessen Analyse nicht ohne den direkten Bezug auf grundlegende ökonomische Zusammenhänge auskommt: der zu beobachtende Prozess interner und insbesondere externer Konzentration innerhalb der Knappschaftsvereine, der spätestens mit dem frühen 1870iger Jahren einsetzte und in der Gründung der Reichsknappschaft kulminierte.

These statistics highlight the importance of pension funds as major players in financial markets, and the need to understand the behaviour of these large institutional investors. Occupational pensions also play an important, but neglected, role in corporate finance. For example, US company pension schemes account for over 60% of company market value, and yet they are often ignored when analysing companies. This book is based on the substantial body of evidence available from around the world on a topic that has become increasingly important and controversial in recent years. Written for practitioners, students and academics, this book brings together and systematizes a very large international literature from financial economists, actuaries, practitioners, professional organizations, official documents and reports. The underlying focus is the application of the principles of financial economics to occupational pensions, including the work of Nobel laureates such as Merton, Markowitz, Modigliani, Miller and Sharpe, as well as Black. This book will give readers an up-to-date understanding of occupational pensions, the economic issues they face, and some suggestions of how these issues can be tackled.
