Book excerpt: Although the theoretical literature on the performance of voluntary approaches to environmental protection has progressed quite far in the last decade, no one has rigorously addressed the obvious point that even voluntary emissions control policies must be enforced. This paper examines the consequences of the need for costly enforcement of voluntary environmental agreements with industries on the ability of these agreements to meet regulatory objectives, the levels of industry participation with these agreements, and the relative efficiency of voluntary and regulatory approaches. We find that enforcement costs that are borne by the members of a voluntary emissions control agreement limit the circumstances under which an agreement can form in place of an emissions tax. However, if an agreement does form, member-financed enforcement induces greater participation than if compliance with the agreement could be enforced without cost to its members. Moreover, a voluntary emission control agreement with an industry can be a more efficient way to achieve an environmental quality objective than an emission tax, but only if: (1) the members of an agreement bear the costs of enforcing compliance with the agreement; (2) there exists member-financed agreements that reach the government's environmental quality target while leaving the members of the agreement at least as well off as they would be under an emissions tax, and (3) the enforcer of the agreement has a significantly better monitoring technology or a higher sanction available to it than the government.

Their performance to date has, however, also led to considerable criticism, with several parties arguing that they are methods for avoiding real action that goes beyond "business-as-usual". Is either of these positions justified? The aim of this book is to highlight and learn the lessons from existing experience, looking not just at results but also at specific elements of agreements and also at the process of the agreement itself. Lessons are drawn from experience from across the world, covering the full range of environmental challenges, and from the perspective of key stakeholder groups. Importantly, the book also presents tools for assessing and improving existing agreements and includes recommendations and guidelines for future agreements in key areas such as climate change. It also deals at length with the problem of how such agreements might be used in developing and transitional economies. The overall view of the book is that there is a real potential for the future use of VEAs as part of the policy mix and as a tool for sharing the responsibility for meeting environmental objectives. For the agreements to play this role, however, significant steps are needed to ensure that they are effective, efficient, equitable and appropriately linked to a portfolio of other instruments. Thousands of firms around the world participate in these programs, in which members agree to undertake socially beneficial actions that go beyond the requirements of government regulations, such as following labor codes in the apparel industry, adhering to international accounting standards, and adopting internal environmental management systems. This book analyzes the efficacy of a variety of voluntary programs using a club theory, political-economy framework. It examines how programs' design influences their effectiveness as policy tools. It finds that voluntary programs have achieved uneven success because of their varying standards and enforcement procedures. In response, a number of tools and approaches – including some that are contested – are being explored and promoted. Biodiversity offsets are one such approach, and deserve critical examination since the debate surrounding them has often been oversimplified and lacking practical evidence. As such, this study presents a refined typology including seven types of biodiversity offsets and taking into account different contexts, governance arrangements and drivers. It draws on a detailed analysis of theoretical concepts to explain the voluntary implementation of biodiversity offsets using an internet-based (netnographic) research approach. Furthermore it builds on a broad global explorative base of 72 practical examples and presents in-depth case studies for each type. The results reveal a number of global tendencies that allow recommendations to be made for different locations, contexts and stakeholders. They also encourage the expansion of this research field to respond to the pressing needs of policy and practice.
