Book excerpt: "This study evaluates existing cost-sharing programs for wastewater pollution abatement as described in the Federal Water Pollution Control Act Amendments of 1972, describes alternative cost-sharing programs that provide improvements in terms of national efficiency and equity criteria as defined herein, and suggests related areas for further research. Emphasis is on how federal cost sharing biases communities in favor of certain kinds of techniques. The approach is to describe the current cost-sharing programs for both plant and nonplant techniques; to examine cost-sharing, legal, and other institution biases against certain techniques; to analyze efficiency and equity effects of alternative cost-sharing programs; and to describe the incentive effects of cost sharing on nonfederal interests with respect to their choices among abatement techniques. Findings of the study are that more efficient abatement will result if the same percentage cost share applies to all plant and nonplant techniques of abatement; the same percentage also applies to all categories of cost (e.g., capital, land, operation and maintenance) for a given technique; the same percentage applies to large and small communities; institutional constraints on the selection of nonplant techniques are removed; and if the program provides for federal cost sharing of every abatement technique that is technically viable. This report was submitted in fulfillment of program element PE 1BA030 and work order number EPA-IAG D4 H 374 by the National Bureau of Standards, Building Economics Section."--P. iv.

Book excerpt: GAO reviewed the Army Corps of Engineers' cost sharing partnerships with local sponsors of water projects, focusing on: (1) what factors contributed to the sponsors' successful partnerships with the Corps; and (2) the sponsors' concerns about cost sharing agreements and the relationship between those concerns and the type of project. GAo found that: (1) the factors that contributed to successful partnerships included good communications between the Corps and the local sponsor, the sponsor's active involvement in decision and meetings, and the Corps responding to sponsors' concerns about cost sharing; (2) sponsors' concerns about cost sharing related to the total cost of the study or project, their ability to pay their share of the costs, and changes in cost-sharing agreements; and (3) most of the sponsors' concerns about local cooperation agreements related to flood control projects in the Corps' Southwestern and North Central Divisions.

Book excerpt: The U.S. Army Corps of Engineers has long been one of the federal government's key agencies in planning the uses of the nation's waterways and water resources. Though responsible for a range of water-related programs, the Corps's two traditional programs have been flood damage reduction and navigation enhancement. The water resource needs of the nation, however, have for decades been shifting away from engineered control of watersheds toward restoration of ecosystem services and natural hydrologic variability. In response to these shifting needs, legislation was enacted in 1990 which initiated the Corps's involvement in ecological restoration, which is now on par with the Corps's traditional flood damage reduction and navigation roles. This book provides an analysis of the Corps's efforts in ecological restoration, and provides broader recommendations on how the corps might streamline their planning process. It also assesses the impacts of federal legislation on the Corps planning and projects, and provides recommendations on how relevant federal policies might be altered in order to improve Corps planning. Another important shift affecting the Corps has been federal cost-sharing arrangements (enacted in 1986), mandating greater financial participation in Corps water projects by local co-sponsors. The book describes how this has affected the Corps-sponsor relationship, and comments upon how each group must adjust to new planning and political realities.
