In Dec. 2007, the Office of Mgmt. and Budget (OMB) issued guidance aimed at improving the use of award fee contracts. This report: (1) identifies agencies' actions to revise or develop award fee policies and guidance to reflect OMB guidance; (2) assess the consistency of current practices with the new guidance; and (3) determine the extent agencies are collecting, analyzing, and sharing information on award fees. The author reviewed DoD, DoE, HHS, DHS and NASA -- agencies that constituted over 95% of the dollars spent on award fee contracts in FY 2008. Includes recommend. Charts and tables.

Book The Complete Guide to Government Contract Types

Download or read book The Complete Guide to Government Contract Types written by Kenneth R. Segel and published by Berrett-Koehler Publishers. This book was released on 2016-04-01 with total page 270 pages. Available in PDF, EPUB and Kindle. Book excerpt: Everything You Need to Know About Government Contract Types As the world's single largest buyer of goods and services, the federal government has many ways to structure its procurements. Different situations and conditions often determine the best vehicle for a particular purchase. Contracting officers must assess a wide range of factors to determine which contract type will provide the government the best value and the least risk. The Complete Guide to Government Contract Types provides a comprehensive overview of the key government contract vehicles and types: fixed-price, cost-reimbursement, incentive, and other (which includes letter, indefinite-delivery/indefinite-quantity, and time-and-material contracts). The author first explains the selection process for contract vehicles, which is the basis for selecting the appropriate contract type for the work in question. He then presents a comprehensive, in-depth analysis of each contract type, explaining how each works best to meet certain types of requirements and conditions. This is an essential resource for both contracting officers and contractors seeking to understand and work effectively within the nuances of contract selection and compliance.

Book Cost Analysis of Cost Plus Award Fee Contracts

Download or read book Cost Analysis of Cost Plus Award Fee Contracts written by and published by . This book was released on 1997 with total page 125 pages. Available in PDF, EPUB and Kindle. Book excerpt: A wide selection of contract types is available to the Government and contractors in order to provide needed flexibility in acquiring the large variety and volume of supplies and services required by agencies. Contract types vary according to (1) the degree and timing of the responsibility assumed by the contractor for the costs of performance and (2) the amount and nature of the profit incentive offered to the contractor for achieving or exceeding specified standards or goals. The two broad categories of contract types available for use in Government contracting are fixed-price and cost-reimbursement. The objective of selecting a contract type is to reasonably allocate performance risk between the contractor and Government while providing incentive to the contractor to perform efficiently and economically. It is important to select the contract type that places the appropriate level of responsibility on the contractor to successfully perform and that is commensurate with the technical and cost uncertainties. Contract types range from Firm-Fixed-Price (FFP) which places maximum risk on the contractor and minimum risk and administrative burden on the Government to Cost-Plus-Fixed-Fee (CPFF) which places minimum risk on the contractor and maximum risk on the Government. (See Appendix (A) for a list of contract types)

Book Contractor Support at Major Range and Test Facility Bases Contractors Fees

Download or read book Contractor Support at Major Range and Test Facility Bases Contractors Fees written by and published by . This book was released on 1991 with total page 64 pages. Available in PDF, EPUB and Kindle. Book excerpt: Effective and efficient management of cost-reimbursement service contract costs contribute to DoD's overall objective of reducing the Defense budget. The Defense budget for cost-reimbursement and service contracts was $23.5 billion and $11.7 billion, respectively, for FY 1989. We identified 14 test ranges that had cost-plus-award-fee service contracts that were effective during FY's 1988 through 1990. The total value of the contracts was $3.7 billion. The Government has the flexibility to use various types of contracts to acquire the large variety and volume of materiel and services that it requires. One type of contract is a cost- reimbursement contract, which provides payment of allowable incurred costs. An example of a cost-reimbursement contract is a cost-plus-award-fee contract. Cost-plus-award-fee contracts provide a fee consisting of a base amount, which may be zero, that is established at the contract's inception and an award amount, which is based on a subjective evaluation by the Government, that is sufficient to maximize the contractor's performance.

Book An Evaluation of the Award Fee Determination Process in Cost Plus Award Fee Contracts in Major Weapon Systems Acquisition

Download or read book An Evaluation of the Award Fee Determination Process in Cost Plus Award Fee Contracts in Major Weapon Systems Acquisition written by and published by . This book was released on 1984 with total page 208 pages. Available in PDF, EPUB and Kindle. Book excerpt: This thesis evaluates the award fee determination process in Cost- Plus-Award-Fee (CPAF) contracts in an attempt to improve the process. Improvements are needed and are possible. An analysis of pre-award activities and the development and structuring of contract elements which influence the award fee determination process is first conducted. These elements and activities include the formulation of the base fee, determining how the award fee pool is used, formulating the evaluation criteria, determining the length of the evaluation period and, development of an appropriate formula to compute the fee. The second step involves contract administration functions in terms of evaluation and fee determination procedures. Included is an examination of the Performance Evaluation Board composition and proceedings as well as the role and authority of the Fee Determination Official. Finally, an examination of data for trend analysis is conducted and concludes that award fees are generally too high.

Book Appropriate Award Fee Conversion Scales Can Enhance Incentive for Contractor Performance

Download or read book Appropriate Award Fee Conversion Scales Can Enhance Incentive for Contractor Performance written by and published by . This book was released on 2008 with total page 19 pages. Available in PDF, EPUB and Kindle. Book excerpt: The contracts and related guidelines did not specify the type of award-fee conversion scale that was to be used in calculating award fees under these contracts, and the government agencies involved in managing the contracts used the same scale for calculating award fees for all sectors and all award-fee periods. The conversion scale used, however, was not a type recommended by the U.S. Army in that it did not provide proper incentives for contractors to strive for better-thanexpected results. For example, the scale awarded no fee for a performance score of less than 60, but did award a fee of at least 60 percent of the fee pool for a score of at least 60. Thus, a performance score of 65, which is in the Good range and barely above the award threshold, would bestow on the contractor 65 percent of the award-fee pool. Use of this scale represented a departure from best practices recommended by the Army and reduced the incentive for improved contractor performance. The Army Contracting Agency Award Fee Contracts Handbook was issued in September 2003 to provide information and guidelines for developing and administering this type of contract. The ACA handbook is intended to be a living document, updated to reflect current best practices and policy concerning award fee contracts, and to be responsive to the needs of the ACA acquisition community. The handbook suggests different types of conversion scales that could be used to create incentives for the contractor to achieve superior results. However, a common characteristic of effective incentives on all of the recommended scales is that the percentage of the fee awarded for meeting the minimum threshold begins at zero, not 60. For example, one of the conversion scales recommended by the ACA is called the cubic-distribution award-fee scale, in which a score of 70 would translate to an award of only 19 percent of the fee pool.

Book A Study of the Relationship Between Contractor Performance and the Magnitude of the Award Fee in the Cost Plus Award Fee Contract

Download or read book A Study of the Relationship Between Contractor Performance and the Magnitude of the Award Fee in the Cost Plus Award Fee Contract written by Mel D. Byers and published by . This book was released on 1973 with total page 158 pages. Available in PDF, EPUB and Kindle. Book excerpt: The cost plus award fee (CPAF) contract is a relatively new innovation in the area of Government incentive contract administration, first introduced in 1962. Not enough information is currently available, however, to realistically determine the effects of the award fee provision on contractor motivation. The initial purpose of this effort is to determine if a correlation exists between contractor performance and the relative value of the award fee.
