Over the past 17 years, FAA'S multibillion-dollar program to modernize aging air traffic control systems has experienced cost overruns, schedule slippages, and performance problems of large proportions. Because of the program's size, complexity, cost, and problems, we have designated it as a high-risk information technology initiative since 1995. Our recent review of the program indicated continuing problems. For example, the Wide Area Augmentation System has incurred significant cost growth and schedule delays, and questions remain about whether the system can perform as originally intended.

Book excerpt: The Federal Aviation Administration (FAA) is planning to switch from a ground-based civil air navigation system to a satellite-based system using signals generated by the Defense Department's global positioning system. However, the military's system does not satisfy all civil air navigation requirements, such as the one requiring that the system be available virtually all of the time. FAA is acquiring the wide area augmentation system (WAAS)--a network of equipment on the ground and in space--so that the global positioning system can meet civil aviation requirements. Satellite-based navigation, using both WAAS and the global positioning system, should improve the safety of flight operations, allow the fuel-efficient routing of aircraft, increase airport and airspace capacity to meet future air traffic demands, and enable FAA to phase out its costly network of ground-based navigation aids. This testimony discusses (1) the likelihood of WAAS' satisfying key performance requirements within current program cost and schedule estimates; (2) the importance of avoiding delays in FAA's timetable for shutting down ground-based navigation aids; and (3) the potential impact of cost increases and decommissioning delays on the benefit-cost analysis for the WAAS program.

Book excerpt: GAO discussed the need for reforms at the Federal Aviation Administration (FAA), focusing on air traffic control (ATC) modernization, funding, and organizational structure. GAO noted that: (1) FAA attributes schedule delays and cost overruns in the ATC modernization program to burdensome procurement rules; (2) exempting FAA from the rules could result in a more expeditious acquisition process; (3) FAA schedule and cost problems are caused by such factors as inadequate contractor oversight, underestimating the complexity of the systems being developed, and frequent turnover of FAA management; (4) a predictable and sufficient flow of funds will be needed to meet FAA needs, which will require some exemptions from the Budget Enforcement Act; (5) in creating a new organizational structure for federal aviation functions, it is important to consider the Department of Transportation's future role in linking aviation with other modes of transportation and balancing aviation interests with competing interests; and (6) the proposal to establish a private ATC corporation raises such issues as how to keep the corporation from charging monopolistic fees or restricting services, to what extent would the Department of Defense pay for the corporation's services, and how the corporation would treat small airports and general aviation.
