[...] The Costs of Border Delays It is difficult to determine the actual scale of economic impact of current border delays, due to the fact that the shipment of goods across the border affects almost every industry at some point in their business process. [...] The US economy has experienced a recession in the past five years, in addition to the effects of the events of September 11,2001. [...] Conclusion As the United States and Canada represent the largest bi-national trade in the world, it is imperative to examine the costs that the border represents to both countries.

Felbab-Brown explains the importance of the United States' relationship with Mexico, on which the U.S. relies for cooperation on security, environmental, agricultural, water-sharing, trade, and drug smuggling issues. The author uses her extensive on-the-ground experience in Mexico to illustrate the environmental and community disruption that the construction of a wall would cause, while arguing that the barrier would do nothing to stop illicit flows into the United States. She recalls personal interviews she has had with people living in border areas, including a woman whose family relies on remittances from the U.S., a teenager trying to get out of a local gang, and others.

[...] The Ontario Chamber of Commerce is a federation of 160 local chambers of commerce and boards of trade in the Province of Ontario, representing 57,000 businesses of all sizes, in all economic sectors and from every area of the province. [...] Not only are the physical border delays of significant concern, but also of major importance is the uncertainty surrounding the amount of time it takes to cross the border. [...] QUANTIFYING THE COSTS It is difficult to determine the scale of economic impact of border delays, due to the fact that shipment of goods across the border affects almost every industry at some point in their business process. [...] Given that Ontario represents 63% of all of Canada's surface trade with the US, it is therefore reasonable to estimate that 63% of the total cost of border delays on Canada was directly absorbed by the province of Ontario.

Book excerpt: The majority of literature written on the economic impact of border security has indicated that the increased security following 9/11 has had adverse effects on the flow of foreign imports. This study measures the direct cost the Homeland Security Advisory System (HSAS) had on U.S. Customs and Border Protection (CBP) overtime spending and the indirect cost on the U.S. economy by reducing the daily flow of imports. Three case studies were conducted at the United States' largest ports of entry. Each compared CBP overtime spending and the daily flow of imports during the seven periods the HSAS was elevated to ORANGE between 2002 and 2005. The study found that increased threat levels of the HSAS resulted in 50% more overtime spending by CBP. However, the HSAS had no impact on the daily flow of imports into the United States during the seven periods of elevated security between 2002 and 2005.

Book excerpt: The Border Security, Economic Opportunity, and Immigration Modernization Act (S. 744) would revise laws governing immigration and the enforcement of those laws, allowing for a significant increase in the number of noncitizens who could lawfully enter the United States permanently or temporarily. The bill also would create a process for many currently unauthorized residents to gain legal status, subject to their meeting conditions specified in the bill. The Congressional Budget Office (CBO) and the staff of the Joint Committee on Taxation (JCT) have prepared an estimate of the cost of that legislation to the federal government, including projections of the bill's effects on both federal spending and federal revenues. That cost estimate reflects some, but not all, of the effects that S. 744 would have on the economy. This supplemental report provides estimates of the overall economic impact of the legislation and of the incremental federal budgetary effects of changes in the economy that the cost estimate does not reflect. Ascertaining the effects of immigration policies on the economy and the federal budget is complicated and highly uncertain, even in the short run, and that task is even more difficult for longer periods; for that reason, this book addresses the next 20 years but does not attempt to look over a longer horizon.
