Available in PDF, EPUB and Kindle. Book excerpt: Weapon systems and programs are becoming increasingly more dependent on software as a critical technology for the success of the programs. Along with this dependence on performance, the costs associated with software are becoming an increasing share of the life cycle costs of these weapon systems and programs. Life cycle software costs are divided into two phases, development and maintenance. There are numerous popular models to aid developers and independent estimators in predicting costs and schedules for software development. Some of these models are open source, many others are proprietary. These models are based on research performed on existing software systems and historical data. However, for software maintenance, there are far fewer models, research efforts, or collected data sets. The Army's term for software maintenance is post production software support. This thesis describes how this support is currently funded, performed, and estimated. The model presented could be adopted to manage support of Army ground combat systems. This thesis is furthers the understanding of the software maintenance support costs associated with weapon systems. In addition to specific results on ground combat systems presented, the thesis provides insight into maintaining other large software-dependent systems and recommendations on further research in the field.

Book excerpt: Many Department of Defense (DoD) organizations are attempting to provide new system capabilities through the net-centric integration of existing software-intensive systems into a new system often referred to as Software-Intensive System of Systems (SISOS). The goal of this approach is to build on existing capabilities to produce new capabilities not provided by the existing systems in a timely and cost-effective manner. Many of these new SISOS efforts such as the Future Combat Systems are of a size and complexity unlike their predecessor systems and cost estimation tools such as the Constructive Cost Model (COCOMO) suite are undergoing significant enhancements to address these challenges. This report describes the unique challenges of SISOS cost estimation, how current tools are changing to support these challenges, as well as on-going efforts to further support SISOS cost estimation needs.

As new weapon systems are acquired, these support costs must be accurately estimated and budgeted for in the total cost of acquisition. In particular, the accurate tracking of Post Deployment Software Support (PDSS) costs is critical to the overall estimation process, yet it is one of the most difficult areas to document. This study had three objectives achieve to be considered successful: (1) Determine why PDSS is so costly and difficult to estimate. (2) Determine what factors make PDSS costs fluctuate. (3) Develop possible changes to the PDSS tracking system to improve availability of information. The conclusions that were reached by this thesis indicate that the redesign of the AFLC Form 75 is a partial solution to the software support tracking system. The use of the Form 75 as a funding document would appear to be a necessary step in the process toward a more complete cost estimating system.

Book excerpt: This study addresses the role of the US Army Training and Doctrine Command, as the Army's principal Combat Developer, in planning for and providing post-deployment software support (PDSS) to battlefield automated systems (BAS). The study is a three-phase effort directed toward defining a viable, feasible, and cost effective functional and management structure for the Combat Developer to provide PDSS for BAS, within the framework of Army doctrine and policy, the Post-Deployment Software Support Concept Plan for Battlefield Automated Systems, and the related functional requirements of the Combat Developer. This Second Interim Technical Report documents the results of Phase II. This Phase II effort was directed toward defining three TRADOC functional and management PDSS systems. The first of these systems, the Baseline System, was developed from information gathered and analyzed during Phase I. The description of this system identifies currently-authorized resources, and also projects resource requirements needed to accomplish future PDSS using the present macro- and BFA-level structure. Next, a Theoretical System, unconstrained by resources, is described which would accommodate all identified Combat developer PDSS-related functions. Finally, a Hybrid System is developed recognizing the realities of current organizational structures and their function responsibilities.

Book excerpt: The Department of Defense has placed new emphasis on examining the projected operating and support (O/S) costs of planned weapons and finding ways to reduce those costs. O/S cost analyses are now a major part of the cost review conducted at each weapon procurement decision meeting by the Defense Systems Acquisition Review Council (DSARC) and the DSARC's principal advisor on new system costs -- the Cost Analysis improvement Group (CAIG). This report recommends guidelines for preparing and presenting estimates of the support investment (SI) and O/S costs of combat vehicle systems to DSARC. It provides a framework for objective comparison of SI and O/S costs of program, design, or support alternatives, using consistent methodologies and terminology. A general methodology for SI and O/S cost-estimating is described, a standard cost element structure is defined, and specific requirements for presentation of SI and O/S cost estimates to DSARC are proposed. Standards for the presentation and documentation of those cost estimates are also recommended.
