Book excerpt: The Netherlands has ambitious greenhouse gas emission reduction targets for the future - to cut them by 49 percent below 1990 levels by 2030 and 95 percent by 2050. These targets and the likely new EU-wide targets under the recent EU Green Deal entail a rapid acceleration in decarbonization. This paper discusses the government’s mitigation strategy and advances several recommendations to complement and reinforce that strategy and to achieve better alignement of the effective carbon prices across sectors. The paper discusses alternatives to make the recently-introduced industry carbon levy more effcient and recomends the use of revenue-neutral feebate schemes in industry, transportation, buildings, and agriculture. For power generation, it recommends eliminating taxes on residential and industrial electricity, supplementing the coal phaseout plan with an increase in the CO2 emissions floor price. The impacts of these reforms on consumption would be low and relatively evenly split across the income distribution.

The contributions were presented at the 4th International Conference on Greenhouse Gas Control Technologies (GHGT-4). It was the largest gathering of experts active in this new and fast-developing field.GHGT-4 was different from its predecessors in that it included all greenhouse gases, not only CO2, and all issues which could contribute to the mitigation of the greenhouse problem - technical, economic and political. The main focus was on practical solutions and real demonstrations of mitigation technology being planned and implemented today. It also addressed ways to increase the efficiency of power production and utilisation, and looked at proposals to encourage the development of renewable energy sources.During the Opening Session, 10 keynote addresses were heard from prominent personalities in government, industry and academia. To tackle this very inter-disciplinary problem and to achieve acceptable solutions, it is essential for industry and government to initiate intense dialogue and cooperation. Conferences like this can provide the opportunity for a meeting of minds between engineers and politicians in the face of global challenge. The primary attributes of this global challenge are manifold: the problem is global and international; it is inter-disciplinary, both in substance and approach; it covers technical, political and economic issues and involves government, science, industry and academia; it is complex and non-linear; and it will take the efforts of all parties involved to solve the problem.These proceedings contain ideas for starting demonstration projects and for making better use of the power and flexibility of market measures. They also show it is a problem we can influence and that there is a wealth of ideas. The challenge now is to find the right partners to put these ideas into action.

Of the known greenhouse gases, political attention to date has been primarily focused on carbon dioxide (C0 ) and the 2 CFCs - the latter because of their interaction with stratospheric ozone. The other greenhouse gases, notably methane (CH ), nitrous 4 oxide (N 0), HCFCs, HFCs and tropospheric ozone and its precur 2 sors nitrogen oxides (NO), carbon monoxide (CO) and volatile organic compounds (VOCs), may appear collectively to be of equal importance for global warming but have attracted less attention. Nevertheless, a comprehensive approach to climate change respon se, taking into account all sources and sinks of all greenhouse gases, is explicitly allowed in the Framework Convention on Clima te Change. The Netherlands' policy on climate already addresses all greenhouse gases. In order to stimulate the development of international climate policy on this subject, the Dutch Ministry of Housing, Physical Planning and Environment supported the initative of organizing an international symposium on the science and policy of the non-C0 greenhouse gases. An important rationale behind 2 this initative was recognizing that for the non-C0 greenhouse 2 gases, abatement options are available that do not only address other environmental problems but that also do not require the major structural changes in society that an effective CO policy 2 may.

As a result methane, nitrous oxide, HFCs, PFCs and SF6 now provide attractive options for detailing the national targets for the reduction of greenhouse gas emissions meant to control climate change. This book is the second volume in this area and addresses three main topics. Firstly, it documents progress with respect to our knowledge of the sources and sinks of NCGGs. Information on this subject is essential in order to reduce the uncertainties in national emissions inventories which serve as the reference values for commitments of countries in the framework of the Kyoto Protocol. Secondly, this volume deals with the control options for the NCGGs and contains a wealth of information in this area. Emerging technologies here provide business opportunities, in particular in connection with the flexible mechanisms for mitigation projects in developing countries which have been agreed in Kyoto. Thirdly, the book treats the policy implementation of mitigation options for greenhouse gas emissions. Clean air is a basic condition for health. Air pollution aggravates respiratory problems, leading to increased sickness absenteeism, increased use of health care services and even premature mortality. Air pollution is under intensive discussion in the United States and Europe. In The Netherlands, a wide range of policy instruments have been formulated which have reduced air pollution. For example; since 1975, sulphur dioxide and lead emissions have been reduced. However, emission reduction figures for many other substances are more modest. Many air pollution problems persist because progress in countering these problems is nullified by growth in the economy and traffic. Another important target is the prevention of climate change. The international community is agreed that the increasing concentration of greenhouse gases in the atmosphere has led to a gradual increase in the earth's temperature. In terms of the environmental consequences and social implications, the greenhouse problem surpasses all other air quality problems. Across Europe, strategies are being developed to reduce acidification and photochemical air pollution. An air emission ceiling for each country in the European Union is being agreed. In the area of climate change, there is good co-operation between the United States, The Netherlands and other EU Members States in the ongoing global negotiations. This is the start of a new movement. In the last century economies and societies developed through increasing human productivity. In the next century they must develop through increasing the productivity of fuel and natural resources.

The challenges described include air pollution, climate change, extreme weather, and related health impacts that range from heat stress, vector-borne diseases, food and water insecurity and chronic diseases to malnutrition and mental well-being. The influence of humans on climate change has been established through extensive published evidence and reports. However, the connections between climate change, the health of the planet and the impact on human health have not received the same level of attention. Therefore, the global focus on the public health impacts of climate change is a relatively recent area of interest. This focus is timely since scientists have concluded that changes in climate have led to new weather extremes such as floods, storms, heat waves, droughts and fires, in turn leading to more than 600,000 deaths and the displacement of nearly 4 billion people in the last 20 years. Previous work on the health impacts of climate change was limited mostly to epidemiologic approaches and outcomes and focused less on multidisciplinary, multi-faceted collaborations between physical scientists, public health researchers and policy makers. Further, there was little attention paid to faith-based and ethical approaches to the problem. The solutions and actions we explore in this book engage diverse sectors of civil society, faith leadership, and political leadership, all oriented by ethics, advocacy, and policy with a special focus on poor and vulnerable populations. The book highlights areas we think will resonate broadly with the public, faith leaders, researchers and students across disciplines including the humanities, and policy makers.
