Sediment deposition coefficients are determined endogenously depending on the land-use decisions on other land parcels. Application of this framework to a watershed in Illinois demonstrates that highly sloping land adjacent to water bodies should be selected for retirement. A marginal value rental payment scheme can achieve program goals of 20% sediment abatement at 39% lower cost than a productivity-based rental scheme.

Book excerpt: This article assesses the water use impacts of the Conservation Reserve Enhancement Program in the Upper Arkansas River basin in Kansas, a water rights retirement program aimed at reducing depletion of the High Plains Aquifer. First, I use a fixed effects model with matched samples of farmers to determine the effect of the program on the water use of individuals who retire acreage. I find that every acre authorized for irrigation that is retired in the program represents about 1.28 acre-feet of water that would have been used each year. Further, I do not find evidence that farmers increase their water use in an effort to satisfy program eligibility requirements. Second, I estimate a probit regression to determine which factors most influence the probability that a farmer retires a water right. Using the results of the probit regression, I then simulate enrollment decisions outside of the policy region to assess how features of the program impact its cost effectiveness and how the policy design could be improved. I find that programs that base incentives on past levels of water extraction lead to more water use reductions per dollar paid.

Book excerpt: Beginning, limited-resource, and socially disadvantaged farmers make up 40% of all U.S. farms. Some Federal conservation programs contain provisions that encourage participation by such ¿targeted¿ farmers. This report compares the natural resource characteristics, resource issues, and conservation treatment costs on farms operated by targeted farmers with those of other participants. Targeted farmers tend to operate more environmentally sensitive land than other farmers, have different conservation priorities, and receive different levels of payments. The different conservation priorities among types of farmers suggest that if a significantly larger proportion of targeted farmers participate in these programs, the programs¿ economic and environmental outcomes could change. Because land is a finite resource, spatial policies which are formulated and implemented to increase the area allocated to one use imply a decrease in land available for other uses. Book excerpt: This paper uses economic, hydrologic, and GIS modeling to assess the effectiveness of the Illinois Conservation Reserve Enhancement Program in the Lower Sangamon watershed. Our results show that for a representative five-year storm event, the acres currently enrolled in the program result in a 12% reduction in sediment loading, which is below the program goal of 20% and four times the least-cost solution. We also analyze the design of alternative rental payment instruments for improving the cost-effectiveness of geographical targeting for land retirement. Policy implications for the characteristics of the land parcels that should be targeted for enrollment in the program are discussed.

Much of this research has been driven by the growing availability of spatially explicit social science data and the development of tools and methodological advances to use these data. Collected in this volume are 24 key articles considering the reasons for spatial variation in policies, due to either efficiency or equity considerations, and the consequences of that spatial variation for both environmental and economic outcomes. These articles demonstrate that the failure to address spatial issues in the analysis can create two problems: (1) the analysis provides a poor basis for predicting actual behaviour that is specifically based upon spatial considerations, and (2) the analysis fails to provide a basis for designing spatially targeted policies that could lead to more efficient outcomes.
