Available in PDF, EPUB and Kindle. Book excerpt: As with other military services, the Air Force must recapitalize its equipment, which is an expensive undertaking. In 2006, to make additional funds available for recapitalization, the Office of the Secretary of Defense issued Program Budget Decision 720 (PBD-720), which directed a $6.2 billion reduction in support contractors over FYs 2007 through 2011. Air Force Materiel Command's (AFMC's) share of this reduction totaled $839 million, of which $371 million was T & E's share. To meet the $371 million budget objective, AFMC considered several options. One of these options, referred to as the "Organizational Streamline Approach," focused on the consolidation and potential divestiture of U.S. Air Force T & E facilities and capabilities. This option was included in the FY 2008 budget process.

Book excerpt: The U.S. Army War College (USAWC) is proud to present the 28th Edition of How the Army Runs: A Senior Leader Reference Handbook, 2011-2012. Publication of this text at this time, when the Army has been at war for almost a decade, has almost completed restructuring of its operating force, and is addressing the structure of the generating force, as well as completing formidable base closure and restationing actions, gives credence to the enduring truth that in order to be successful the Army must sustain and improve itself while it is fully committed to the Nation's bidding. The systems and processes documented and explained in this work are designed to do just that. This text was prepared under the direction of the faculty of the Department of Command, Leadership, and Management. It is intended to be used in an academic environment during the study of the systems and processes used to develop and sustain trained and ready combat forces to be used by the Combatant Commanders.

Book Air Force Materiel Command Reorganization Analysis

Download or read book Air Force Materiel Command Reorganization Analysis written by and published by . This book was released on 2012 with total page 159 pages. Available in PDF, EPUB and Kindle. Book excerpt: Directives from the Office of the Secretary of Defense mandating reductions in operations and maintenance staffing levels led Air Force Materiel Command (AFMC) to reexamine how it operates; the command published the plan for its proposed reorganization in November 2011. In response, the National Defense Authorization Act for Fiscal Year 2012 directed the Secretary of the Air Force to have a federally funded research and development center provide an independent review of the proposed reorganization. In January 2012, RAND Project AIR FORCE was tasked to conduct this review, the purpose of which was to describe the functional responsibilities, manpower authorizations, and disposition of AFMC's proposed restructure, including an assessment of life-cycle costs; to independently assess how realignments would likely affect life-cycle management, weapon system sustainment, and support to the warfighter; and to examine options for providing effective and efficient weapon system life-cycle management. The resulting analysis was limited to how the reorganization would affect product development/support-system design and operations support (depot maintenance and Air Force supply chain operations). It did not examine how the reorganization affects the management of nuclear weapons, developmental testing, or laboratory and basic research. For context, the report also includes a comprehensive overview of the history of Air Force life-cycle management and the changing roles and responsibilities of the organizational precursors to AFMC.

Book Evaluation of U S Air Force Preacquisition Technology Development

Download or read book Evaluation of U S Air Force Preacquisition Technology Development written by National Research Council and published by National Academies Press. This book was released on 2011-04-01 with total page 154 pages. Available in PDF, EPUB and Kindle. Book excerpt: From the days of biplanes and open cockpits, the air forces of the United States have relied on the mastery of technology. From design to operation, a project can stretch to 20 years and more, with continuous increases in cost. Much of the delay and cost growth afflicting modern United States Air Force (USAF) programs is rooted in the incorporation of advanced technology into major systems acquisition. Leaders in the Air Force responsible for science and technology and acquisition are trying to determine the optimal way to utilize existing policies, processes, and resources to properly document and execute pre-program of record technology development efforts, including opportunities to facilitate the rapid acquisition of revolutionary capabilities and the more deliberate acquisition of evolutionary capabilities. Evaluation of U.S. Air Force Preacquisition Technology Development responds to this need with an examination of the current state of Air Force technology development and the environment in which technology is acquired. The book considers best practices from both government and industry to distill appropriate recommendations that can be implemented within the USAF.

Available in PDF, EPUB and Kindle. Book excerpt: In fiscal year 2012, the Air Force Materiel Command reorganized as one of a number of initiatives to achieve mandated budget reductions. In the Fiscal Year 2013 National Defense Authorization Act (NDAA), Congress required an assessment of five elements of this reorganization: (1) the effectiveness and efficiency of the reorganization; (2) the extent to which synergies due to collocation among developmental test and evaluation, science and technology, and acquisition can be replicated in the new organization; (3) the reorganization's impact on other commands' ability to meet their responsibilities for operational test and evaluation and follow-on test and evaluation; (4) whether the reorganization is in adherence with 10 U.S. Code Section 2687 (i.e., BRAC law); and (5) the extent to which the Air Force coordinated the reorganization with the Office of the Secretary of Defense (OSD) and if any concerns raised by OSD were addressed. This document fulfills the NDAA reporting requirements.

Book Examination of the U S Air Force s Aircraft Sustainment Needs in the Future and Its Strategy to Meet Those Needs

Download or read book Examination of the U S Air Force s Aircraft Sustainment Needs in the Future and Its Strategy to Meet Those Needs written by National Research Council and published by National Academies Press. This book was released on 2011-11-17 with total page 254 pages. Available in PDF, EPUB and Kindle. Book excerpt: The ability of the United States Air Force (USAF) to keep its aircraft operating at an acceptable operational tempo, in wartime and in peacetime, has been important to the Air Force since its inception. This is a much larger issue for the Air Force today, having effectively been at war for 20 years, with its aircraft becoming increasingly more expensive to operate and maintain and with military budgets certain to further decrease. The enormously complex Air Force weapon system sustainment enterprise is currently constrained on many sides by laws, policies, regulations and procedures, relationships, and organizational issues emanating from Congress, the Department of Defense (DoD), and the Air Force itself. Against the back-drop of these stark realities, the Air Force requested the National Research Council (NRC) of the National Academies, under the auspices of the Air Force Studies Board to conduct and in-depth assessment of current and future Air Force weapon system sustainment initiatives and recommended future courses of action for consideration by the Air Force. Examination of the U.S. Air Force's Aircraft Sustainment Needs in the Future and Its Strategy to Meet Those Needs addresses the following topics: Assess current sustainment investments, infrastructure, and processes for adequacy in sustaining aging legacy systems and their support equipment. Determine if any modifications in policy are required and, if so, identify them and make recommendations for changes in Air Force regulations, policies, and strategies to accomplish the sustainment goals of the Air Force. Determine if any modifications in technology efforts are required and, if so, identify them and make recommendations regarding the technology efforts that should be pursued because they could make positive impacts on the sustainment of the current and future systems and equipment of the Air Force. Determine if the Air Logistics Centers have the necessary resources (funding, manpower, skill sets, and technologies) and are equipped and organized to sustain legacy systems and equipment and the Air Force of tomorrow. Identify and make recommendations regarding incorporating sustainability into future aircraft designs.

This book was released on 2020-08-09 with total page 101 pages. Available in PDF, EPUB and Kindle. Book excerpt: Modern software engineering practices, pioneered by the commercial software community, have begun transforming Department of Defense (DoD) software development, integration processes, and deployment cycles. DoD must further adopt and adapt these practices across the full defense software life cycle - and this adoption has implications for software maintenance and software sustainment across the U.S. defense community. Air Force Software Sustainment and Maintenance of Weapons Systems evaluates the current state of software sustainment within the U.S. Air Force and recommends changes to the software sustainment enterprise. This report assesses how software that is embedded within weapon platforms is currently sustained within the U.S. Air Force; identifies the unique requirements of software sustainment; develops and recommends a software sustainment work breakdown structure; and identifies the necessary personnel skill sets and core competencies for software sustainment.
