Book excerpt: Given the increasingly aging vehicle fleet and declining vehicle budget, this research performed a cost-benefit analysis of leasing versus buying various Air Force general purpose vehicles for the entire continental United States (CONUS). In contrast to previous analyses, which have examined the leasing versus buying issue on a base-by-base basis, this analysis studies the issue from an Air Force-wide perspective using a cost-buying model. Costs and benefits are calculated for three purchasing options (Air Force ownership, GSA leasing, and commercial leasing) to determine and recommend the best alternative for the Air Force. Finally, a sensitivity analysis is to test the results of the cost-benefit models. The research demonstrates that the best alternative available to the Air Force is GSA leasing because of its overall lowest cost and accompanying benefits such as a newer vehicle fleet and a stable budget requirement. The current method of buying vehicles for ownership proves to be the least costly option for the Air Force when considering salvage value. Because the Air Force does not recognize salvage value, this study recommends that the Air Force convert the CONUS general purpose vehicle fleet to GSA leased vehicles.

Book excerpt: In an era of decreasing defense budgets in Korea, the Korean Air Force Transportation Department has suffered from an insufficient vehicles procurement budget, resulting in fewer vehicles of increasing age, as well as decreasing military morale. For these reasons, the Korean Air Force Transportation Department needs a breakthrough to retain the transportation ability to support the field of operation in an effective and economic way. However, the Korea Air Force Transportation Department has only one method for procuring general-purpose vehicles, which is purchasing. Thus, the comparative analysis of leasing versus buying vehicle study started from the recognition of this situation in which ROKAF needs an efficient and effective vehicle procurement method. The purpose of this research is not to emphasize the leasing method, but to provide better ideas to make decisions to procure Air Force general-purpose vehicles economically, and effectively. Another consideration in this research is to develop a method for evaluating the cost-benefit of leasing versus buying vehicles, which has been used in buying versus leasing decision. This research analyzed two variables, logistics benefits and costs, and compared these variables for leasing and buying options to discover which one provides the most logistical benefits for the life cycle cost. The results of the analysis concluded that buying offers more benefits at significant cost savings.

Book excerpt: The Air Force procures commercial general purpose vehicles based on lowest acquisition costs, under the assumption that Operations and Maintenance (O & M) costs are the same for similar vehicle types. The assumption is made because of lack of conclusive proof that O & M costs are significantly different. This paper addresses whether the Air Force should continue the present procurement strategy, or procure vehicles based on total Life Cycle Cost (LCC) acquisition techniques. Statistical analysis indicates that LCCs of two makes of one type of commercial vehicle (pickup trucks) are not equal, based on a sample of 70 vehicles selected from six bases. The results suggest that LCC procurement strategies should be further investigated, especially for multiyear and other large scale buy programs.

Book excerpt: Overall Air Force weapon system sustainment (WSS) costs are growing at more than 4 percent per year, while budgets have remained essentially flat. The cost growth is due partly to aging of the aircraft fleet, and partly to the cost of supporting higher-performance aircraft and new capabilities provided by more complex and sophisticated systems, such as the latest intelligence, surveillance, and reconnaissance (ISR) platforms. Furthermore, the expectation for the foreseeable future is that sustainment budgets are likely to decrease, so that the gap between budgets and sustainment needs will likely continue to grow wider. Most observers accept that the Air Force will have to adopt new approaches to WSS if it is going to address this problem and remain capable of carrying out its missions. In this context, the original intent of this 3-day workshop was to focus on ways that science and technology (S&T) could help the Air Force reduce sustainment costs. However, as the workshop evolved, the discussions focused more and more on Air Force leadership, management authority, and culture as the more critical factors that need to change in order to solve sustainment problems. Many participants felt that while S&T investments could certainly help-particularly if applied in the early stages ("to the left") of the product life cycle-adopting a transformational management approach that defines the user-driven goals of the enterprise, empowers people to achieve them, and holds them accountable, down to the shop level. Several workshop participants urged Air Force leaders to start the process now, even though it will take years to percolate down through the entire organization. These sustainment concerns are not new and have been studied extensively, including recent reports from the National Research Council's Air Force Studies Board and the Air Force Scientific Advisory Board.
