Other guidance is provided in the following areas: the duties and responsibilities of participants in systems review activities and in the continued government surveillance of contractors' systems; contractor reporting of performance data to DOE and DOE analysis of these data; and the use of the Work Breakdown Structure technique.

Book excerpt: The purpose of this pamphlet is to inform interested DOE and industry personnel about the basic concepts and general requirements of the Cost and Schedule Control Systems Criteria (CSCSC) of DOE Order 2250.1A. the CSCSC do not represent a management system nor do they prescribe specific methods of organization or operation. The criteria are intended to serve as standards of measuring adequacy of management control systems. Objectives in using the criteria are: (1) to provide an accurate status of contract progress; (2) to provide early visibility to problems - prevent surprises; (3) to improve estimated final cost projections; (4) to improve on shortcomings of prior requirements; and (5) to minimize proliferation of systems and data problems. The CSCSC contain thirty-five criteria which are grouped into five categories: organization; planning and budgeting; accounting; analysis; and revisions and access to data.

Available in PDF, EPUB and Kindle. Book excerpt: This document provides guidance on development and use of the Work Breakdown Structure (WBS) technique. It describes the types of work breakdown structures, their preparation, and their effective use for organizing, planning, and controlling projects and contracts managed by the Department of Energy (DOE). The WBS technique is the preferred management tool for identifying and defining work. It provides an ordered framework for planning and controlling the work efforts to be performed in achieving technical objectives and for summarizing data, and the quantitative and narrative reports used for monitoring cost, schedule and technical performance. A WBS is developed for first identifying the major end items or systems to be produced, followed by their successive subdivision into increasingly detailed and manageable subsidiary products. Most of these subsidiary products are the direct result of work, while others are simply the aggregation of selected products into a logical set for management control purposes. In either case, detailed tasks are eventually identified for each product on the WBS at the level where work will be performed. As a minimum, these detailed tasks or work packages identify the product, describe the effort to be performed, identify the resources to be applied, specify the budget and schedule constraints, and the technical requirements, and identify the organizational element responsible for work accomplishment.
