Book excerpt: This book carries out a comparative analysis of the power struggles over the post-neoliberal social security reforms in Venezuela and Ecuador. The research breaks down why the social security system reform initiated by Hugo Chávez’ government in Venezuela has come down since its passing in 2002, whereas the social security system reform initiated by Rafael Correa’s government in Ecuador has come along in spite of the obstacles since 2007. All in all, the analysis determined that the struggles over the social security system reforms in both countries remarkably corresponded to each other with regard to their structural conditions, points of contention, and contending actors. In contrast, the analysis established substantial divergences regarding the ways in which the struggles over both reforms came about, due to the divergent development of the struggles for hegemony between government and opposition. These divergences finally brought about the indefinite stagnation of the reform in Venezuela and the advancement of subsequent partial reforms aimed at the universalization of social security in Ecuador.

The first analytical collection to combine geographical and political ecological approaches to the post-1990s changes in Latin America’s extractive economy, Subterranean Struggles closely examines the factors driving this expansion and the sociopolitical, environmental, and political economic consequences it has wrought. Book excerpt: EU external democracy promotion has traditionally been based on ‘linkage’, i.e. bottom-up support for democratic forces in third countries, and ‘leverage’, i.e. the top-down inducement of political elites towards democratic reforms through political conditionality. The advent of the European Neighbourhood Policy and new forms of association have introduced a new, third model of democracy promotion which rests in functional cooperation between administrations. This volume comparatively defines and assesses these three models of external democracy promotion in the EU’s relations with its eastern and southern neighbours. It argues that while ‘linkage’ has hitherto failed to produce tangible outcomes, and the success of ‘leverage’ has basically been tied to an EU membership perspective, the ‘governance’ model of democracy promotion bears greater potential beyond the circle of candidate countries. This third approach, while not tackling the core institutions of the political system as such, but rather promoting transparency, accountability, and participation at the level of state administration, may turn out to remain the EU’s most tangible form of democratic governance promotion in the future. Book excerpt: The process of economic development is characterized by substantial reallocations of resources across sectors. In this paper, we construct a multi-sector model in which there are barriers to the movement of labor from low-productivity traditional agriculture to modern sectors. With the barrier in place, we show that improvements in productivity in modern sectors (including agriculture) or reductions in transportation costs may lead to a rise in agricultural employment and through terms-oftrade effects may harm subsistence farmers if the traditional subsistence sector is larger than a critical level. This suggests that policy advice based on the earlier literature needs to be revised. Reducing barriers to mobility (through reductions in the cost of skill acquisition and institutional changes) and improving the productivity of subsistence farmers needs to precede policies designed to increase the productivity of modern sectors or decrease transportation costs.

Speculation abounds, but until now no one had marshaled hard evidence to explain the complexities of this relationship. Drawing on data from surveys and original experiments they conducted in the United States and Mexico, Jennifer Merolla and Elizabeth Zechmeister demonstrate how our strategies for coping with terrorist threats significantly influence our attitudes toward fellow citizens, political leaders, and foreign nations. The authors reveal, for example, that some people try to restore a sense of order and control through increased wariness of others—especially of those who exist outside the societal mainstream. Additionally, voters under threat tend to prize “strong leadership” more highly than partisan affiliation, making some politicians seem more charismatic than they otherwise would. The authors show that a wary public will sometimes continue to empower such leaders after they have been elected, giving them greater authority even at the expense of institutional checks and balances. Having demonstrated that a climate of terrorist threat also increases support for restrictive laws at home and engagement against terrorists abroad, Merolla and Zechmeister conclude that our responses to such threats can put democracy at risk.

The Imperial Mode of Living implies that people's everyday practices, including individual and societal orientations, as well as identities, rely heavily on the unlimited appropriation of resources; a disproportionate claim on global and local ecosystems and sinks; and cheap labour from elsewhere. This availability of commodities is largely organised through the world market, backed by military force and/or the asymmetric relations of forces as they have been inscribed in international institutions. Moreover, the Imperial Mode of Living implies asymmetrical social relations along class, gender and race within the respective countries. Here too, it is driven by the capitalist accumulation imperative, growth-oriented state policies and status consumption. The concrete production conditions of commodities are rendered invisible in the places where the commodities are consumed. The imperialist world order is normalized through the mode of production and living.
