Book excerpt: The recent history of Guatemala and other countries facing transnational organised crime suggests that using elite forces to capture major capos is not enough to assure public security in the long run. Instead of reducing violent crime, it may exacerbate bloodshed by setting off a struggle within or between criminals to control trafficking and other illicit activities. National leaders, business people and donors need urgently to launch initiatives aimed not only at securing the border, but also at creating a positive state presence capable of bringing long-suffering residents security plus vital services and economic opportunity. Guatemalan leaders should also place a high priority on strengthening the police and justice sector, in cooperation with CICIG, whose mandate may need to be extended. Such efforts require sustained political effort and are likely to benefit the country as a whole. Guatemala and Honduras are not the only Latin American countries whose neglected borders are havens for traffickers and other outlaws. A joint development program has sparked economic growth along the Peru-Ecuador frontier, while Colombia has begun an ambitious development plan for regions harbouring a lethal combination of guerrillas, paramilitaries and newly emerging criminal networks. These nations should share experience and expertise with Central American leaders struggling to develop their own security strategies. The U.S. and others with interests in fighting international organised crime should give more aid to embattled border communities, including measures to strengthen local institutions and prevent violence via education and job training. Thus far most help has focused on border control and drug interdiction. Stopping bloodshed along the Guatemalan/Honduran border requires a more comprehensive approach to combine law enforcement with economic development.

Contraband Corridor seeks to understand the border from the perspective of its long-term inhabitants, including petty smugglers of corn, clothing, and coffee. Challenging assumptions regarding security, trade, and illegality, Rebecca Berke Galemba details how these residents engage in and justify extralegal practices in the context of heightened border security, restricted economic opportunities, and exclusionary trade policies. Rather than assuming that extralegal activities necessarily threaten the state and formal economy, Galemba's ethnography illustrates the complex ways that the formal, informal, legal, and illegal economies intertwine. Smuggling basic commodities across the border provides a means for borderland peasants to make a living while neoliberal economic policies decimate agricultural livelihoods. Yet smuggling also exacerbates prevailing inequalities, obstructs the possibility of more substantive political and economic change, and provides low-risk economic benefits to businesses, state agents, and other illicit actors, often at the expense of border residents. Galemba argues that securitized neoliberalism values certain economic activities and actors while excluding and criminalizing others, even when the informal and illicit economy is increasingly one of the poor's only remaining options. Contraband Corridor contends that security, neoliberalism, and illegality are interdependent in complex ways, yet how they unfold depends on negotiations between diverse border actors.

Book excerpt: Africa is not on track to meeting the Sustainable Development Goal (SDG) 2 targets to end hunger and ensure access by all people to safe, nutritious and sufficient food all year round and to end all forms of malnutrition. The number of hungry people on the continent has risen by 47.9 million since 2014 and now stands at 250.3 million, or nearly one-fifth of the population. The 2017, 2018 and 2019 editions of this report explain that this gradual deterioration of food security was due to conflict, weather extremes, and economic slowdowns and downturns, often overlapping. A continued worsening of food security is expected also for 2020 as a result of the COVID-19 pandemic. In addition to hunger, across all countries in Africa millions of people suffer from widespread micronutrient deficiencies, and overweight and obesity are emerging as significant health concerns in many countries. This report shows that the food system in Africa does not provide food at a cost that makes nutritious food affordable to a majority of the population, and this is reflected in the high disease burden associated with maternal and child malnutrition, high body-mass, micronutrient deficiencies and dietary risk factors. The report also shows that current food consumption patterns impose high health and environmental costs, which are not reflected in food prices. The findings presented in this report highlight the importance of prioritizing the transformation of food systems to ensure access to affordable and healthy diets for all, produced in a sustainable manner.

Book excerpt: Many countries throughout Latin America have experienced high levels of corruption, drug trafficking, and violence, which has created elements of fragility. The book is comprises case studies that explore the nature of violence in countries throughout the region. Moreover, it seeks to address some of the ways in which governments have sought to address violence. The cases examined in this volume are quite diverse, illustrating different types of violence as all of the countries in Latin America are not the same. Countries like Brazil, Colombia, El Salvador, Guatemala, and Mexico have high levels of drug trafficking and organized crime. Strategies designed to combat drug trafficking organization, particularly in Colombia, Mexico, and Brazil, and counter-gang strategies in Central America have help foment violence as these various criminal organizations have responded to such government policies. Yet other countries, like Peru and Bolivia, have much lower levels of violence. However, the perception of insecurity is quite high despite the fact that Peru has one of the lower homicide rates in the country. On the other hand, the nature of violence in Bolivia is quite different. This country does not have a homicide rate like El Salvador, but the country has witnessed public lynchings and other forms of violence. This volume is an effort to better understand the major trends in political violence in this particularly violent region.

They both reflect a conceptualization of security that is not limited to the level of the state, but takes into account security threats and needs at societal and individual levels. This common basis provides opportunities for synergies between SSR and mine action. However, empirical evidence demonstrates that the strong conceptual basis is not fully reflected in concrete activities, and the linkages remain limited and underexplored. Despite this gap, there are positive examples showing the potential for synergies between SSR and mine action. Ultimately, this paper maintains that the concept of human security provides a comprehensive framework which can bridge the differences and open broader opportunities for cooperation, which in turn will increase the impact of interventions in SSR and mine action.

Book excerpt: The 2015 edition of the Global Burden of Armed Violence provides a wealth of data relevant to security and the post-2015 sustainable development framework. It estimates that 508,000 people died violently - in both conflict and non-conflict settings - every year in 2007–12, down from 526,000 in 2004–09. This trend is visible in non-conflict settings, where the proportion of women and girls is also slightly reduced, from 17 to 16 per cent. Yet, the number of direct conflict deaths is on the rise: from 55,000 to 70,000 per year over the same periods. Firearms are used in close to half of all homicides committed and in almost one-third of direct conflict deaths. Nearly USD 2 trillion in global homicide-related economic losses could have been saved if the homicide rate in 2000–10 had been reduced to the lowest practically attainable levels - between 2 and 3 deaths per 100,000 population.
