In the discussion, the concept is examined for its utility in making rational assessments of complex socio-political phenomena both at a global and regional level of analysis. It is argued, on the basis of a survey of Soviet publications, that the concept correlation of forces does not lend itself to quantitative assessment, but rather by virtue of its holistic connotations, represents a highly complex and changing array of factors best expressed in generalized terms. It discusses the historical and military-scientific forces that compel the Soviets to use mathematical methods for solving complex battlefield problems. It details the methodology through which the Soviets likely arrive at combat potentials for armament and how these potentials are aggregated for force correlations and Soviet mathematical models and describes how both are used to support the operational commander's decision. The study concludes with an analysis of the strengths and weakness of the COFM methodology. The author finds that COFM is an effective force optimizer that also relieves the commander of many burdensome assessments during his decision process. However, COFM was also found to suffer distinct limitations and weakness. Chief among these was its inability to quantify many of the more important battle field variables that affect modern combat and operations. With the 2014 annexation of Crimea, the invasion of eastern Ukraine and sustainment of an insurgency there, and (in particular) the 2015 intervention in Syria, Russia repeatedly surprised U.S. policymakers with its willingness and ability to use its military to achieve its foreign policy objectives. Despite Russia's relatively small global economic footprint, it has engaged in more interventions than any other U.S. competitor since the end of the Cold War. In this report, the authors assess when, where, and why Russia conducts military interventions by analyzing the 25 interventions that Russia has undertaken since 1991, including detailed case studies of the 2008 Russia-Georgia War and Moscow's involvement in the ongoing Syrian civil war. The authors suggest that Russia is most likely to intervene to prevent erosion of its influence in its neighborhood, particularly following a shock that portends such an erosion occurring rapidly. If there were to be a regime change in a core Russian regional ally, such as Belarus or Armenia, that brought to power a government hostile to Moscow's interests, it is possible (if not likely) that a military intervention could ensue.
