Chemical fertilizers and mechanized equipment inspired model farms while government officials and technocratic elites pursued new land tenure, credit-lending, and tax collection policies to maximize revenue. These policies transformed rural communities and environments and were central to projects of reform and colonial control—as well as to resistance of that control. States of Cultivation examines the processes and effects of agrarian transformation over more than a century as Ottoman, Syrian, Lebanese, and French officials grappled with these new technologies, albeit with different end goals. Elizabeth Williams investigates the increasingly fragmented natures produced by these contrasting priorities and the results of their intersection with regional environmental limits. Not only did post–World War I policies realign the economic space of the mandate states, but they shaped an agricultural legacy that continued to impact Syria and Lebanon post-independence. With this book, Williams offers the first comprehensive account of the shared technocratic ideals that animated these policies and the divergent imperial goals that not only reshaped the region's agrarian institutions, but produced representations of the region with repercussions well beyond the mandate's end.

Although hundreds of books have been published on the Armenian question and massacres, very little is known about their services in the cultural, economic and administrative life and development of the Ottoman Empire. This study is an investigation into the contribution by Armenians to Ottoman public life from 1860, when the Armenian community in Turkey was given a new legislative Constitution on the basis of Tanzimat (Reforms) until 1908, when the young Turks seized power and there followed a bitterly fanatic policy of intolerance which had tragic consequences for both the Armenians and the Turks. The author has concentrated his investigations on the eastern provinces of Anatolia, which earlier formed the western part of historic Armenia and which in the diplomatic language of the nineteenth century were referred to as ‘provinces inhabited by Armenians’. To these he has added the provinces of Syria, close to the neighbouring Armenian Kingdom of Cilicia, and where, especially in and around Aleppo, old Armenian communities had settled. Both in Anatolia and Syria, the Armenians were employed in various administrative, judicial, economic and secretarial fields and, to a lesser extent, in technical affairs, agriculture, education and public health. The author shows how this contribution was made in spite of the fact that for the Armenians these were years of transition from their established status as a favoured Christian millet to the tragic insecurity of a hunted people.

But with Jerusalem 1900, historian Vincent Lemire shows us that it wasn’t always that way, undoing the familiar notion of Jerusalem as a lost cause and revealing a unique moment in history when a more peaceful future seemed possible. In this masterly history, Lemire uses newly opened archives to explore how Jerusalem’s elite residents of differing faiths cooperated through an intercommunity municipal council they created in the mid-1860s to administer the affairs of all inhabitants and improve their shared city. These residents embraced a spirit of modern urbanism and cultivated a civic identity that transcended religion and reflected the relatively secular and cosmopolitan way of life of Jerusalem at the time. These few years would turn out to be a tipping point in the city’s history—a pivotal moment when the horizon of possibility was still open, before the council broke up in 1934, under British rule, into separate Jewish and Arab factions. Uncovering this often overlooked diplomatic period, Lemire reveals that the struggle over Jerusalem was not historically inevitable—and therefore is not necessarily intractable. Jerusalem 1900 sheds light on how the Holy City once functioned peacefully and illustrates how it might one day do so again.

They include vivid account of her rivalry with her brother Ismail and the ill-fated marriage between her son and his daughter. The final chapter describes the community in Soviet Armenia and Georgia. This book is a must read for students of Middle East studies and Middle East history.
