Download or read book Corporatisation in Local Government written by Marieke Van Genugten and published by Springer Nature. This book was released on 2023-03-01 with total page 500 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book provides a comprehensive comparison of municipally owned corporations in Europe. Municipal corporatisation is the act of delivering public services at arm’s length from local government through municipally owned corporations. Although it has become an increasing trend in recent years, we still know little about cross-country differences in what these municipally owned corporations look like, what legislation applies to them, and how they are governed. This book seeks to fill this gap. Each chapter outlines the legal provisions that enable or hinder the formation of municipally owned corporations in a particular country, the trends around corporatisation, and the structure of the corporations that exist. Going beyond the national context, the book provides an overview of what unites countries in terms of the trend towards municipally owned corporations, and what differentiates them. It offers a critical comparison that will make finding regional and global trends easier for researchers, and will help practitioners to better understand the differences between countries to allow for greater collaborative policy learning.
Download or read book Rethinking Corporatization and Public Services in the Global South written by David A. McDonald and published by Zed Books Ltd.. This book was released on 2014-04-10 with total page 166 pages. Available in PDF, EPUB and Kindle. Book excerpt: After three decades of privatization and anti-state rhetoric, government ownership and public management are back in vogue. This book explores this rapidly growing trend towards ‘corporatization’ - public enterprises owned and operated by the state, with varying degrees of autonomy. If sometimes driven by neoliberal agendas, there exist examples of corporatization that could herald a brighter future for equity-oriented public services. Drawing on original case studies from Asia, Africa and Latin America, this book critically examines the histories, structures, ideologies and social impacts of corporatization in the water and electricity sectors, interrogating the extent to which it can move beyond commercial goals to deliver progressive public services. The first collection of its kind, Rethinking Corporatization and Public Services in the Global South offers rich empirical insight and theoretical depth into what has become one of the most important public policy shifts for essential services in the global South.

Download or read book Public Service Accountability written by Peter Murphy and published by Springer. This book was released on 2018-07-17 with total page 153 pages. Available in PDF, EPUB and Kindle. Book excerpt: How we manage public services and hold them to account is critically important. Yet austerity, recent changes to accountability frameworks, and the loss of the Audit Commission have created a huge deficit in our understanding of how well services are delivered. The time is thus right to re-examine the state of our vital public services, as well as how we can make them more accountable. This book reopens the debate on what accountability means and provides unique insights into an increasingly complex organizational landscape. It presents a new and innovative way of evaluating public services that should be of use to academics and public servants alike. Synthesising empirical work across local government, health and social care, the police, and fire services, this book also explores the relationship between financial and performance accountability and makes the case for the need for a distinctive sense of public service accountability.

Download or read book Protest Inc written by Peter Dauvergne and published by John Wiley & Sons. This book was released on 2014-02-18 with total page 236 pages. Available in PDF, EPUB and Kindle. Book excerpt: Mass protests have raged since the global financial crisis of 2008. Across the world students and workers and environmentalists are taking to the streets. Discontent is seething even in the wealthiest countries, as the world saw with Occupy Wall Street in 2011. Protest Inc. tells a disturbingly different story of global activism. As millions of grassroots activists rally against capitalism, activism more broadly is increasingly mirroring business management and echoing calls for market-based solutions. The past decade has seen nongovernmental organizations partner with oil companies like ExxonMobil, discount retailers like Walmart, fast-food chains like McDonald’s, and brand manufacturers like Nike and Coca-Cola. NGOs are courting billionaire philanthropists, branding causes, and turning to consumers as wellsprings of reform. Are “career” activists selling out to pay staff and fund programs? Partly. But far more is going on. Political and socioeconomic changes are enhancing the power of business to corporatize activism, including a worldwide crackdown on dissent, a strengthening of consumerism, a privatization of daily life, and a shifting of activism into business-style institutions. Grassroots activists are fighting back. Yet, even as protestors march and occupy cities, more and more activist organizations are collaborating with business and advocating for corporate-friendly “solutions.” This landmark book sounds the alarm about the dangers of this corporatizing trend for the future of transformative change in world politics.
Download or read book Reforming Infrastructure written by Ioannis Nicolaos Kessides and published by World Bank Publications. This book was released on 2004 with total page 328 pages. Available in PDF, EPUB and Kindle. Book excerpt: Electricity, natural gas, telecommunications, railways, and water supply, are often vertically and horizontally integrated state monopolies. This results in weak services, especially in developing and transition economies, and for poor people. Common problems include low productivity, high costs, bad quality, insufficient revenue, and investment shortfalls. Many countries over the past two decades have restructured, privatized and regulated their infrastructure. This report identifies the challenges involved in this massive policy redirection. It also assesses the outcomes of these changes, as well as their distributional consequences for poor households and other disadvantaged groups. It recommends directions for future reforms and research to improve infrastructure performance, identifying pricing policies that strike a balance between economic efficiency and social equity, suggesting rules governing access to bottleneck infrastructure facilities, and proposing ways to increase poor people's access to these crucial services.
Download or read book Joined Up Government written by Vernon Bogdanor and published by Oxford University Press. This book was released on 2005-07-21 with total page 204 pages. Available in PDF, EPUB and Kindle. Book excerpt: 'Joined- up government' is a key theme of modern government. The Labour government, first elected in 1997, decided that intractable problems such as social exclusion, drug addiction and crime could not be resolved by any single department of government. Instead, such problems had to be made the object of a concerted attack using all the arms of government - central and local government and public agencies, as well as the private and voluntary sectors. This book seeks to analyse 'joined-up government', to consider its history, and to evaluate its consequences for British institutions such as the Cabinet, the civil service and local authorities. Is joined-up government a new idea, or merely a new label for a very old idea? What lessons can be learnt from previous attempts at joined-up government? How does it affect our traditional constitutional conceptions relating to Cabinet government, a politically neutral and non-partisan civil service, and an independent system of local government? Will it lead to the concentration of power in 10 Downing Street or is it compatible with a political system based on checks and balances? Drawing together papers given at a conference held at the British Academy, Joined-Up Government provides a broad overview of one of the most significant aspects in modern government. Its contributors include not only distinguished academics, but also those who have themselves been engaged as practitioners in developing joined-up programmes. This book will be indispensable to all those who seek to understand how new developments in government are affecting our lives.

Download or read book Public and Social Services in Europe written by Hellmut Wollmann and published by Springer. This book was released on 2016-07-12 with total page 349 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book presents comparative analyses and accounts of the institutional changes that have occurred to the local level delivery of public utilities and personal social services in countries across Europe. Guided by a common conceptual frame and written by leading country experts, the book pursues a “developmental” approach to consider how the public/municipal sector-centred institutionalization of service delivery (climaxing in the 1970s) developed through its New Public Management-inspired and European Union market liberalization-driven restructuring of the 1980s and early 1990s. The book also discusses the most recent phase since the late 1990s, which has been marked by further marketization and privatization of service delivery on the one hand, and some return to public sector provision (“remunicipalization”) on the other. By comprising some 20 European countries, including Central East European “transformation” countries as well as the “sovereign debt”-stricken countries of Southern Europe, the chapters of this volume cover a much broader cross section of countries than other recent publications on the same subject.

Download or read book South Africa s Corporatised Liberation written by Dale T. McKinley and published by Fernwood Publishing. This book was released on 2017 with total page 220 pages. Available in PDF, EPUB and Kindle. Book excerpt: Despite the more general social, political and economic advances that have been made under the ANC's rule since 1994, power has not only remained in the hands of a small minority but has increasingly been exercised in service to capital. This has seen the ANC become the key political vehicle, in party and state form as well as application, of corporate capital; both domestic and international, black and white, local and national and constitutive of a range of different fractions. As a result, 'transformation' has largely taken the form of macro-acceptance of, combined with micro-incorporation into, the capitalist system, now minus its specific and formal apartheid frame. What has happened in South Africa over the last twenty-two years is the corporatisation of liberation; the generalised political and economic commodification of society and its development; with all the attendant impacts on governance, the exercise of power, the understanding and practice of democracy as well as political, economic and social relations.
Download or read book Inter Municipal Cooperation in Europe written by Filipe Teles and published by Springer. This book was released on 2017-11-08 with total page 350 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book sheds light on the central complexities of municipal cooperation and examines the dynamics, experiences and drivers of inter-municipal cooperation (IMC) in Europe. Particular attention is given to the features of governance arrangements and institutions created to generate and maintain collaborative settings between different local governments in a particular territory. The thematically grouped case studies presented here address the dearth of comprehensive and comparative analyses in recent scholarship. The authors provide fresh insights into the rise of inter-municipal cooperation and its evolution during a period of financial crisis and European Union enlargement. This includes critical examinations of the impact of austerity policies, the behavior and perceptions of key actors; and under-explored new member states. Crucially, this work goes beyond the comparison of institutional forms of IMC to address why the phenomenon so widespread and questions whether it is successful, manageable and democratic. This work which presents the most recent and innovative research on inter-local collaborative arrangements will appeal to practitioners as well as scholars of local government, public economy, public administration and policy.
