But such wars were only the first stage in a far more ambitious programme; the establishment of a rational state which would force the pace of modernising society. Through an examination of the experiences of French domination, Napoleon's Integration of Europe explores the implications of such a project for France and its relationship with the rest of Europe. It examines the problems of ruling a progressively expanding empire, as seen through the eyes of a trained corps of bureaucrates who were convinced that their scientific methods would enable them to understand and govern the mechanisms of society. However it also looks at the populations subjected to French rule, at the nature of their resistance and adaptation to the principles of the Napoleonic project. This book is the first overall comparative study of Europe in the Napoleonic years. It is a study not only of an early exercise in imperialism, but of the conflict that is aroused between the rationalising tendencies of the modern state and the spatial and cultural heterogeneity of individual societies. As well as a history of France, it is also a history of Italy, Germany, Belgium, Holland, Switzerland, Poland and Spain at a crucial moment in the history of each nation state.

Upon taking office in December last year, Argentina’s new government faced pervasive macroeconomic imbalances, microeconomic distortions, and a weakened institutional framework. These encompassed unsustainably high consumption levels, historically low levels of investment, and large fiscal deficits financed by money creation, which led to high inflation. Distortions at the micro level included an extensive network of administrative controls (for example, trade barriers, foreign exchange restrictions, and price controls) and a business environment that eroded competitiveness and undermined medium-term growth. There was also an important weakening of the institutional framework for economic policymaking, perhaps most evident in the loss of credibility of the national statistics agency.

Now, as then, a land power with a growing economy and a maritime power with global commitments are the two leading states in the international system. Most ominously, the outbreak of war in 1914 is a stark reminder that nations cannot rely on economic interdependence and ongoing diplomacy to keep the peace. In Fragile Rise, Xu Qiyu offers a Chinese perspective on the course of German grand strategy in the decades before World War I. Xu shows how Germany's diplomatic blunders turned its growing power into a liability instead of an asset. Bismarck's successors provoked tension and conflict with the other European great powers. Germany's attempts to build a powerful navy alienated Britain. Fearing an assertive Germany, France and Russia formed an alliance, leaving the declining Austro-Hungarian Empire as Germany's only major ally. Xu's account demonstrates that better strategy and statesmanship could have made a difference—for Germany and Europe. Fragile Rise reminds us that the emergence of a new great power creates risks that can be managed only by adroit diplomats, including the leaders of the emerging power.
