Book excerpt: Although China has been an important external actor in South Asia since the middle of the last century, it is only in the 21st century that China became a decisive influence on the region's evolution. The emergence of China as the world's second largest economy had naturally made it the largest trading partner for most of the South Asian countries. China's rapid military modernisation, facilitated by its expansive economic growth, had a major impact on the region's security politics. China's political and diplomatic weight is now visible sharply not only in the economic, foreign and security policies of the South Asian nations but also in their domestic politics.Meanwhile, India has emerged, albeit at a slower pace than China, as a major power over the last two decades. Like Beijing, New Delhi's geopolitical aspirations too have steadily risen during that period. This has set the stage for growing strategic friction between the India and China. The friction has enveloped many regional and global domains, but its greatest expression has been in the shared South Asian neighbourhood. India is determined to sustain its traditional primacy in the region and China is determined to consolidate its growing influence in South Asia. The sharpening friction has also begun to intersect with the growing great power tensions, especially between the United States and China. Many elements of these new dynamic have drawn academic engagement, in particular from the major power perspectives. However, the voices of the smaller South Asian nations have not been sufficiently heard or analysed. This volume seeks to address that major gap in the current discourse on the Indian subcontinent and its changing role in great power politics.This volume brings multiple regional voices to assess how the various South Asian nations are dealing with the growing rivalry between India and China. Many of the chapters in this volume were initially published as shorter essays by the Institute of South Asian Studies in its South Asia Discussion Papers series in 2020. Those essays have been updated and expanded in this volume. Additional contributions have also been commissioned to enrich the special perspectives that this volume presents.

True or false, there is deja vu that the country could lead Asia's much awaited renaissance from the front. True or false again, there is fear of the unknown that the country could upset the cart and turn into a disaster. This is while the world of today is far more connected and adventures of any kind could spell disaster equally for the victor and the victim. Nevertheless, null hypothesis in either case is least likely to test positive. The correlation could, at best, stand ground only as a 'chance occurrence'. It is a fact that China is out to project its interests far and wide and, the cost could be region and the constituent countries losing respectively 'collective' and 'individual' good as a result. It is as true about the global village as it is for the South Asian neighbourhood. It could impact on the balance of power. Could the dynamics of interdependence address issue, differently with distinct effect than what the proponents of 'balance of power' have had proposed? China talks of its hexin liyi (core interest) as sacrosanct. Could 'core interest' stand the test of the day absolutely and without limits? How could the poor cousins of South Asia cope with China enforcing a 'Monroe Doctrine' with a difference? The paper examines these issues and sets a positive agenda for future debate.

Book excerpt: In East Asia, the United States is often acknowledged as a key determinant of stability given its military presence and role as a security guarantor. In the post-Cold War period, regional uncertainties about the potential dangers attending a rising China have led some analysts to conclude that almost all Southeast Asian states now see the United States as the critical balancing force. In contrast, based on case studies of Thailand, Singapore, and Vietnam, this study argues that key states in the region do not perceive themselves as having the stark choices of either balancing against or bandwagoning with China. Instead, they pursue hedging strategies that comprise three elements: indirect balancing, which mainly involves persuading the United States to act as counterweight to Chinese regional influence; complex engagement of China at the political, economic, and strategic levels, with the hope that Chinese leaders may be socialized into conduct that abides by international norms; and a more general policy of enmeshing a number of regional great powers in order to give them a stake in a stable regional order. The study also investigates each state?s perceptions of the American role in regional security and discusses how they operationalize their hedging policies against a potential U.S. drawdown in the region, as well as the different degrees to which they use their relationships with the United States as a hedge against potential Chinese domination. Finally, it discusses these states? expectations of what the United States should do to help in their hedging strategies toward China, suggesting a range of policies that span the military as well as political, diplomatic, and economic realms. This is the sixteenth publication in Policy Studies, a peer-reviewed East-West Center Washington series that presents scholarly analysis of key contemporary domestic and international political, economic, and strategic issues affecting Asia in a policy relevant manner.

This study addresses such questions as: What are China's most fundamental national security objectives? How has the Chinese state employed force and diplomacy in the pursuit of these objectives over the centuries? What security strategy does China pursue today and how will it evolve in the future? The study asserts that Chinese history, the behavior of earlier rising powers, and the basic structure and logic of international power relations all suggest that, although a strong China will likely become more assertive globally, this possibility is unlikely to emerge before 2015-2020 at the earliest. To handle this situation, the study argues that the United States should adopt a policy of realistic engagement with China that combines efforts to pursue cooperation whenever possible; to prevent, if necessary, the acquisition by China of capabilities that would threaten America's core national security interests; and to remain prepared to cope with the consequences of a more assertive China.
