Its intent was to "reinforce and uphold the legitimate institutions and authorities in the Solomon Islands, and to ensure respect for the country's constitution and implementation of its laws." The call for help came after years of turmoil during which the legitimacy and effectiveness of the Solomon Islands government had been undermined by social strife, corruption, intimidation, and armed groups acting with no regard for the law. Within weeks, the worst of the problems had been suppressed and national rebuilding began. This analysis considers why the Regional Assistance Mission to Solomon Islands (RAMSI) succeeded in its first weeks, months, and years, and what lessons of value its operations might offer to counterinsurgency (COIN) and reconstruction efforts in Afghanistan, Iraq, and elsewhere.

Contributors examine what happened when unrest engulfed the capital of the small Melanesian country in the aftermath of the 2006 national elections, and consider what these events show about the Solomon Islands political system, the influence of Asian interests in business and politics, and why the crisis is best understood in the context of the country's volatile blend of traditional and modern politics. Until the disturbances of April 2006 and subsequent deterioration in bilateral relations between Australia and Solomon Islands under the Sogavare government, experts had hailed the Regional Assistance Mission to Solomon Islands (RAMSI) as an unqualified success. Some saw it as a model for 'cooperative intervention' in 'failing states' worldwide. Following these developments success seems less certain and aspects of the RAMSI model appear flawed. Using the case of Solomon Islands, this book raises fundamental questions about the nature of 'cooperative intervention' as a vehicle for state building, asking whether it should be construed as a mainly technical endeavour or whether it is unavoidably a political undertaking with political consequences. Book excerpt: This book examines international efforts to provide security in post-conflict sites and explains why internal security should be given precedence in statebuilding endeavours. The work begins by exploring the evolution of security sectors in mature liberal democratic states, before examining the attempts of such states to accelerate that evolutionary process in post-conflict sites through statebuilding and security sector reform. These discussions suggest interestingly different answers to the question of who should provide for internal security in international operations. When considering mature states, there are both practical and normative reasons as to why internal security has become the sole domain of police, with military forces being excluded from internal affairs. In peace and stability operations, on the other hand, difficulties with utilising police personnel have led to military forces being required to play internal security roles. This tension is investigated further through detailed case studies of three recent missions: Afghanistan, Timor-Leste and Solomon Islands. These case studies both reinforce and augment the practical and normative reasons for ensuring that internal security remains the domain of police. This then impacts upon peace and stability operations in two important ways. If we are to provide enduring security in post-conflict sites, we should both (i) prioritise internal security agencies in security sector reform efforts, and (ii) prioritise ways of enabling police to play internal security roles in the contributing mission. This book will be of much interest to students of statebuilding, peace and conflict studies, military studies, police studies, historical sociology, security studies and IR in general.
