Available in PDF, EPUB and Kindle. Book excerpt: Social coordination takes form in accordance with three pure types - markets, hierarchy and networks. The research that is the subject of this dissertation explored coordination through networks involved in policy implementation. Of specific interest was the decision on the part of network participants to cooperate with other network participants to undertake these tasks. Conventional models of decision-making do not account for the interdependent and strategic nature of these interactions. To address this gap in understanding, a game theoretic model of decision-making was developed. Central to this model are the influences of political, organizational and professional culture and focal effects that direct network actors toward, or away from, cooperation. A qualitative methodology was developed that utilized multiple case studies of actors involved in local economic development activities. Data obtained through interviews with economic development actors offered little support for the proposed decision-making model. Analysis of the interview data in light of the assumptions upon which the decision-making model was based highlighted the role of interpersonal networks in economic development and the importance of the political process in coordinating economic development organizations within a community.

These documents draw from results of a project to identify successful approaches to coordinating economic development and employment and training programs and to assist agencies that want to initiate coordination efforts. Three complementary reports describe how local economic development agencies, regional councils, and state governments can link the functions of economic development and human development, how the responsibilities and resources of the different levels of government can blend effectively, and how the public and private sectors can collaborate to meet both the needs of business and the needs of individuals. The first of these three reports describes how some state governments have successfully linked their employment and training and economic development programs. Lessons are drawn from nine case studies for other states that want to undertake similar efforts. A list of contact persons and 21 references are included. The second report, on regional councils, provides case studies to illustrate the approaches taken by councils in Virginia and Kentucky in playing a catalytic role in promoting public/private partnerships and developing more effective means for working with business. The third report, on local economic development agencies, describes types of linkages, illustrates through case studies the issues in the establishment of linkages at the local level, and offers recommendations for properly structuring linkages. In information systems, standards provide for compatibility and are a prerequisite for collaboration benefits. More generally speaking, standards constitute networks. In this work, a standardization framework based on an analysis of deficiencies of network effect theory and a game theoretic network equilibrium analysis is developed. Fundamental determinants of diffusion processes in networks (e.g. network topology, agent size, installed base) are identified and incorporated into a computer-based simulation model. As a result, typical network behaviour (specific diffusion patterns) can be explained and many findings from traditional network effect theory can be described as special cases of the model at particular parameter constellations (e.g. low price, high density). On this basis, solution strategies for standardization problems are developed, and a methodological path towards a unified theory of networks is proposed.
