Book excerpt: El libro presenta los resultados que surgen de la relación universidad-empresa-Estado, la cual se constituye, en la actualidad, en una de las principales estrategias para consolidar los procesos de desarrollo económico y competitividad regional y social del país. Las estrategias están basadas, fundamentalmente, en la necesidad de que la universidad realice acciones conjuntas con la empresa y el sector gobierno, que transciendan los ámbitos formativos, de innovación y tecnologías, y generen espacios de confluencia, donde participen los sectores sociales. En este escenario, la sociedad es la receptora de las dinámicas de la interacción de los actores, expresadas en el surgimiento de nuevas oportunidades para la comunidad. El documento parte de la revisión histórica de los orígenes de la universidad en la Europa del medioevo, a n de lograr un breve reconocimiento de la transformación de sus roles para el desempeño de una tercera misión, conformada por la investigación y la proyección social. Posteriormente se exponen los modelos de innovación, que explican la articulación de los actores del sistema, quienes aportan al desarrollo económico y social de una región, para llegar al contexto nacional y, de esta forma, abordar los aspectos generales de la Política Pública de Competitividad, en el eje de Ciencia, Tecnología e Innovación. En las secciones siguientes, se describe la participación de la Universidad del Valle, una institución de educación superior pública que aporta a la relación Universidad-Empresa-Estado. En consecuencia, se da cuenta de las experiencias exitosas, los limitantes, avances y retos de los diferentes actores del sistema, con el n de buscar cooperación que conlleve la competitividad de la región del Valle del Cauca. Los resultados obtenidos se constituyen en un insumo interesante para la implementación regional de la nueva Política Nacional de Ciencia, Tecnología e Innovación 2021-2030, cuyo carácter prospectivo y estratégico influirá en la conversión de Colombia en uno de los tres países líderes de Amé- rica Latina respecto a la generación de conocimiento científico y tecnológico.

Las empresas no innovan solas y recurren a la cooperación para obtener conocimiento y recursos que mejoren su ventaja competitiva. Este Trabajo Fin de Grado analiza la cooperación universidad-empresa para el desarrollo de actividades de I+D+i. El objetivo del trabajo ha sido determinar el perfil de empresas que más recurren a este tipo de cooperación. Para este propósito se analizaron 992 empresas que cooperaron con universidades y participaron del Panel de Innovación Tecnológica (PITEC) en el año 2013. Este perfil se obtuvo teniendo en cuenta: el tamaño de las empresas, el sector de actividad, los tipos de innovación, los factores que dificultan la actividad innovadora, la financiación pública y las patentes. Los resultados evidencian la importancia de la cooperación entre empresas y universidades y permite obtener un perfil claro de las empresas que más necesitan de la universidad para el desarrollo de sus actividades de innovación. Esto ha sido posible, en parte, porque las universidades han evolucionado de ser simples productores de graduados y generadores de conocimiento a convertirse en facilitadores de la absorción de conocimiento y en agentes del cambio socioeconómico (Etzkowitz et al., 2000). A resultas de esto, la cooperación universidad-empresa (CUE) se ha convertido en un elemento fundamental de los sistemas nacionales de innovación. No obstante, solo un pequeño porcentaje de académicos participan regularmente en actividades de transferencia de conocimiento con las empresas, y esto es aún mas pronunciado en los países menos desarrollados. Independientemente de la influencia que algunas características personales de los académicos pueden tener sobre su compromiso con estas actividades, se necesita más investigación sobre el contexto organizativo en el que la cooperación con las empresas se produce y cómo este puede influir en la percepción de los académicos (Perkmann et al., 2013). Hasta ahora, la literatura en este ámbito se ha centrado en estudiar el papel de algunas características de la universidad, como el tamaño, la calidad de la investigación, las políticas de protección de la propiedad intelectual, los sistemas de incentivos, las oficinas de transferencia de tecnología (OTRis) y la experiencia previa en cooperación con empresas, entre otras (Rothaermel et al., 2007; Perkmann et al., 2013). Sin embargo, las dimensiones más importantes que configuran cualquier organización no se han considerado de forma adecuada. Además, y lo más importante, el efecto de las posibles interacciones entre estas dimensiones también se han obviado. Rather than leaving the luxury hotel vacant, a group of former employees occupied the property and kept it open. In The People’s Hotel, Katherine Sobering recounts the history of the Hotel Bauen, detailing its transformation from a privately owned business into a worker cooperative—one where decisions were made democratically, jobs were rotated, and all members were paid equally. Combining ethnographic and archival research with her own experiences as a volunteer worker at the hotel, Sobering examines how the Bauen Cooperative grew and, against all odds, successfully kept the hotel open for nearly two decades. Book excerpt: Through newly unearthed texts virtually unknown in Andean studies, Indians and Mestizos in the "Lettered City" highlights the Andean intellectual tradition of writing in their long-term struggle for social empowerment and questions the previous understanding of the "lettered city" as a privileged space populated solely by colonial elites. Rarely acknowledged in studies of resistance to colonial rule, these writings challenged colonial hierarchies and ethnic discrimination in attempts to redefine the Andean role in colonial society. Scholars have long assumed that Spanish rule remained largely undisputed in Peru between the 1570s and 1780s, but educated elite Indians and mestizos challenged the legitimacy of Spanish rule, criticized colonial injustice and exclusion, and articulated the ideas that would later be embraced in the Great Rebellion in 1781. Their movement extended across the Atlantic as the scholars visited the seat of the Spanish empire to negotiate with the king and his advisors for social reform, lobbied diverse networks of supporters in Madrid and Peru, and struggled for admission to religious orders, schools and universities, and positions in ecclesiastic and civil administration. Indians and Mestizos in the "Lettered City" explores how scholars contributed to social change and transformation of colonial culture through legal, cultural, and political activism, and how, ultimately, their significant colonial critiques and campaigns redefined colonial public life and discourse. It will be of interest to scholars and students of colonial history, colonial literature, Hispanic studies, and Latin American studies.
