Book excerpt: This book conceptualizes the EU’s ambition at exercising a “joined up approach” (i.e. the mobilization of EU sectoral policies to realize EU foreign policy goals towards a third country). The framework is applied to three case studies: Switzerland and the Institutional Framework Agreement, Morocco and the Western Sahara issue, and Israel and the Israeli-Palestinian conflict. With the help of these, the author argues that the EU is more likely to follow foreign policy objectives by leveraging on sectoral cooperation ties when the foreign policy objective concerns the conditions of participation in the single market (Switzerland). He also shows that a lack of member states’ coherence concerning the compatibility of the foreign policy objective with overarching economic (Israel) or regional/geopolitical (Israel and Morocco) interests counteracts the exercise of a joined-up approach.

This book critically discusses whether the EU’s objective of creating a common EU migration policy can be achieved against the backdrop of a highly fragmented EU framework for migration law and policy, and it argues that it is difficult to speak of one single, unitary group of third-country nationals forming the counterpart to EU citizens.

She analyzes how political actors in Morocco used EU neighborhood policies to shape economic and environmental policy between 1995 and 2008. Maggi argues that it was not the design of the EU‘s neighborhood policies but rather the will of change of domestic actors in Morocco that determined the pace, direction of reform and the extent to which the EU continues to play a role in them. Confronting the theoretical literatures on the "entanglements" of the domestic and international realms, and the intricate role played by the middle-income state in the international arena, White provides the first detailed comparison of Tunisia and Morocco's post-independence political economies, especially in the context of the "Euro-Mediterranean Partnerships" signed with the European Union in the late 1990s. North African states must act, on the one hand, as entrepreneurs seeking to encourage trade and attract foreign investment within the domestic economy, in the process of crafting foreign economic policy with the European Union. On the other hand, such states are constrained by domestic pressures such as imperatives to secure job creation and maintain internal security. Countries on the periphery are therefore faced with two distinct questions: first, how does a middle-income state balance its conflicting roles and manage its relations with a regional power; and second, how does the relationship with the outside world affect key domestic actors? Answering these questions is one of the primary challenges facing Tunisia and Morocco in the new decade.
