This book takes as its starting point the curious fact that autonomous regional policymaking may be parallel to regional governments pursuing policy similarity. The author proposes that these observations are paradoxical only if sector-specific policy norms are disregarded and when autonomy is considered as the exclusive goal of regional governments. Focusing on common yet under-studied regional situations where a sense of cultural or historical distinctiveness is not readily apparent, if at all, the book argues that in policy sectors where norms of territorial equality have long been dominant, regional governments endorse them as a way to secure or expand their policy capacity when the central state or other policy entrepreneurs challenge it. This results in converging policies. A textured comparative account of educational policymaking in German Länder and French conseils régionaux over three decades forms the backbone of this analysis of policymaking in ordinary regions.

To what extent and in which direction can we empirically observe a convergence of national policies? In which areas and for which patterns of policy is convergence more or less pronounced? This text addresses these central questions with clarity and rigour. With growing economic and institutional interlinkages between nation states, it is often assumed that there is an overall trend towards increasingly similar policies across countries. Comparative research on the domestic impact of globalization and European integration, however, reveals that policy convergence can hardly be considered as a dominant and uniform tendency which can be taken for granted. Although a number of factors have been suggested in order to account for the rather mixed empirical picture, we still have limited knowledge about the causes and conditions of cross-national policy convergence. In particular, the central mechanisms and conditions affecting both degree and level of cross-national policy convergence are yet not well understood. This book will be of great interest to all students and scholars of the European Union, European politics, and international relations. This is a special issue of the leading Journal of European Public Policy.

Book excerpt: Do dynamic externalities, in the form of technology creation, adoption and spatial agglomeration shape the pattern of regional growth in Europe? This study provides an alternative view on regional convergence. A model is developed which attributes club-convergence to existing differences with respect to the degree of technology adoption. In the first instance, empirical results suggest that the NUTS-2 regions of the EU-27 converge at a very slow rate. Further tests, however, indicate that convergence is restricted to a specific subset of regions. Such conclusions are tested further, using an alternative model of club-convergence, which incorporates the impact of spatial interaction, agglomeration externalities and technology. This shows that the convergence-club in Europe follows a certain geographical pattern and all members share similar characteristics regarding technology creation and adoption, and agglomeration externalities. ​

The authors draw upon recent studies in the areas of decentralisation, privatisation and the role of the state in education. By referring to Bourdieu’s call for critical policy analysts to engage in a ‘critical sociology’ of their own contexts of practice, and poststructuralist and postmodernist pedagogy, this collection of book chapters demonstrate how central discourses surrounding the debate of privatisation, decentralisation and the role of the state are formed in the contexts of dominant ideology, power, and culturally and historically derived perceptions and practices. Book excerpt: The structural problems present in vocational education in France and reform efforts under way to solve them were studied. Eighteen experts from government, science, and industry were interviewed, and statistics and other relevant publications were analyzed. The development of the French initial training system was outlined, and trends in demography, education, and employment as a platform for vocational training reform in France in the 1980s were examined. The educational policy debate on reform of the vocational education system and related state measures to improve the levels of general and vocational education, reduce the number of school dropouts, and increase the number of vocational baccalaureate holders were outlined along with efforts to restructure vocational education certificates and transitions within the education system. Efforts to strengthen the links between the vocational secondary schools and industry, upgrade industrial apprentice training, help integrate youth into working life, and develop new forms of state intervention within the vocational training system were examined. The analysis indicated that, despite their apparent convergence in recent years, the differences between the French and German vocational education systems are too great to permit successful assimilation of the German model in France in the foreseeable future. It examines the first 3 years of the programme to discover if the funds are being distributed homogeneously throughout the regions of France, Germany, Italy, Spain and the United Kingdom. If it turns out that funds are being unevenly delivered this could result in an inequity situation: students living in specific regions might have greater chances to benefit from KA102 funds, while other students might have fewer opportunities to benefit from these funds. The book looks in detail at the implementation and performance of the various programmes within Erasmus+, the funds and distribution of these funds, and the number of students in the programmes. The book studies these five countries because they contain more than half of all the vocational education and training students in the European Union. Also, these countries had the most students participating in mobilities during the previous Leonardo da Vinci programme. Hence, it is to be expected that the conclusions drawn in this study are representative of the situation of VET mobilities and Erasmus+ funding in Europe. Erasmus+ is the European programme in charge of fostering the development of transnational programmes in the areas of education, training, sports and youth policies. It is focused on the adaptation to a fast changing world, tackling youth unemployment, and preparing workers for highly skilled jobs. Erasmus+ integrates former programmes such as the Lifelong Learning Programme, Youth in Action, and the various international Higher Education and Sports programmes. It started in 2014 and will be active until 2020.
