En conséquence, il a élaboré la nouvelle Convention pour la prévention du terrorisme, qui a été ouverte à la signature lors du 3e Sommet des chefs d'Etat et de gouvernement du Conseil de l'Europe, en mai 2005.Le but de la convention est d'améliorer les efforts des Etats dans la prévention du terrorisme et de ses effets négatifs sur la pleine jouissance des droits de l'homme, et notamment du droit à la vie, par des mesures à prendre à la fois au niveau national et dans le cadre de la coopération internationale. La convention définit trois nouvelles infractions principales : la provocation publique à commettre une infraction terroriste, le recrutement pour le terrorisme et l'entraînement pour le terrorisme, considéré comme des infractions terroristes dans la mesure ou elles sont liées à l'éventuelle perpétration des infractions figurant dans les conventions internationales contre le terrorisme. De plus, elle contient plusieurs dispositions concernant la protection des droits de l'homme et des libertés fondamentales, y compris les motifs de refus d'extradition et d'entraide judiciaire, ainsi qu'une disposition relative à la protection des victimes du terrorisme.Cette publication contient le texte de la convention ainsi que son rapport explicatif visant à faciliter au lecteur la compréhension de la convention et de son fonctionnement.
