La modernización, la actualización y la unificación (o uniformidad) del derecho marítimo son metas importantes y necesarias, tanto para el comercio y transporte marítimo como para los gobiernos interesados en promover la seguridad en alta mar, la protección del medio ambiente marino, y combatir la piratería y el terrorismo. Sin duda, la ratificación de, o la adhesión a, los principales convenios internacionales marítimos constituye la manera más eficaz de lograr la uniformidad del derecho marítimo. El objetivo principal o raison d’être del Comité Marítimo Internacional (CMI), una organización no gubernamental establecida en 1897 en la Ciudad de Amberes, es promover o contribuir a la unificación (o, mejor dicho, a la uniformidad) del derecho marítimo, como consta en el artículo 1.° de la Constitución del CMI. El CMI lleva 125 años de sempeñando este papel importante y mantiene un interés primordial en estudiar y tratar de resolver los conflictos internos presentados por los regímenes nacionales, los acuerdos regionales y los convenios internacionales que rigen el comercio y el transporte marítimo internacional.
