As crime rates soared, the voices of the critics rose in volume and intensity. And so, this third edition-revised toward the end of the decade of the 1980s-embodies the shift in emphasis from rehabilitating the offender to protecting the community. This shift, in our opinion, does not reject the goal of changing the of fender so as to effect his reintegration into society; it uses the strategy of intensive supervision and surveillance only to effect the desired goal. The use of electronics to monitor the offender's whereabouts and the swift ap plication of punitive measures following. the awareness of any violation are extrinsic techniques of control. It is our opinion that for the deep, more lasting changes in behavior, some form of casework, counseling, and/or psy chotherapeutic intervention is essential. We are the cohorts who believe in the effectiveness of such treatment modalities when and if applied to the right target population at the appropriate time.

It considers the following themes: the value of punitiveness, defined as penal harm; research on crime and criminals; concerns about victims of crime; and concerns about community safety. It also analyzes the relationship between social problems and penal harm, such as poverty and crime during the twenty-year period of correctional expansion. The author argues that a careful review of proposals for expanded penal harm cannot be justified. The growth in corrections was not caused by crime nor has it reduced crime. Clear describes a new strategy for corrections based on his examination of the politics of social control and the growth in penal harm.

Of these 600,000 new releasees every year, about 480,000 are subject to parole or some other kind of postrelease supervision. Prison releasees represent a challenge, both to themselves and to the communities to which they return. Will the releasees see parole as an opportunity to be reintegrated into society, with jobs and homes and supportive families and friends? Or will they commit new crimes or violate the terms of their parole contracts? If so, will they be returned to prison or placed under more stringent community supervision? Will the communities to which they return see them as people to be reintegrated or people to be avoided? And, the institution of parole itself is challenged with three different functions: to facilitate reintegration for parolees who are ready for rehabilitation; to deter crime; and to apprehend those parolees who commit new crimes and return them to prison. In recent decades, policy makers, researchers, and program administrators have focused almost exclusively on "recidivism," which is essentially the failure of releasees to refrain from crime or stay out of prison. In contrast, for this study the National Institute of Justice (NIJ) of the U.S. Department of Justice asked the National Research Council to focus on "desistance," which broadly covers continued absence of criminal activity and requires reintegration into society. Specifically, the committee was asked (1) to consider the current state of parole practices, new and emerging models of community supervision, and what is necessary for successful reentry and (2) to provide a research agenda on the effects of community supervision on desistance from criminal activity, adherence to conditions of parole, and successful reentry into the community. To carry out its charge, the committee organized and held a workshop focused on traditional and new models of community supervision, the empirical underpinnings of such models, and the infrastructure necessary to support successful reentry. Parole, Desistance from Crime, and Community Integration also reviews the literature on desistance from crime, community supervision, and the evaluation research on selected types of intervention.

Its symptoms are euphoria and anxiety, mixed with irrational thinking; and the unfailing cure of the condition is the cold douche of reality which awaits the victim outside the prison gate. The primary aim of this book, originally published in 1984, is to describe and promote social-skills-based methods for helping offenders cope better with the problems they face in the community: finding and keeping work and accommodation, managing money and leisure time, getting on with other people and, in some cases, controlling their drinking or violent behaviour. Based on an action-research project undertaken with nearly four hundred men in Ranby and Ashwell prisons and at the Sheffield day training centre, the book outlines the origins of the project, the design and development of course materials, and the training of prison officers and probation staff to administer them. It looks at the characteristics of the men who took part in the experiment and at their problems, and details the content and conduct of the courses in practice. The results of the work are also reported, often in the words of the men who made use of the methods. Overall offending rates were not reduced but violent offenders at Ranby were less likely to be re-convicted of violent offences after release. One of the outcomes of the project was a model for working with offenders which has spread to other prisons and probation areas. A final chapter discusses the difficulties of doing innovative work in penal establishments and makes suggestions for developing social skills work with prisoners and probationers.
