School finance reform poses difficult philosophical questions: what is the meaning of equality in educational opportunity and of equity in the distribution of tax burdens? But it also involves enormous financial complexity (for example, dividing resources among competing special programs) and political risk (such as balancing local control with the need for statewide parity). For those states (like New York) that were slow to make changes a new decade has brought new constraints and complications. Sluggish economic growth, taxpayer revolts, reductions in federal aid, all affect education revenues. And the current concern with educational excellence may obscure the needs of the poor and educationally disadvantaged. This book will provide New York's policy makers and other concerned specialists with a better understanding of the political, economic, and equity issues underlying the school finance reform debate. It details existing inequities, evaluates current financing formulas, and presents options for change. This cost has constantly increased until today it involves a vast expenditure. Americans no longer doubt the advisability of public schools, but the question of financing these schools is a vital one. It is not the purpose of this book to discuss the merits of different methods of providing funds for the public schools. It shall attempt only to discuss the merits of the different methods of controlling these moneys. In New York City the board of estimate and apportionment controls the granting of money to the schools; in Detroit it is the city council and mayor; in Cleveland it is the county budget commission; in Newark it is the board of school estimate; while in such cities as Philadelphia, Seattle, Chicago and St. Louis, the board of education raises and expends its own funds. The question as to who shall control the raising and disbursing of moneys for the public schools is, and has been for years, a much debated question. It is the purpose of this book to present the different methods used in American cities and to examine and evaluate each in the light of educational efficiency. This book was largely written while the writer was an associate in the Department of Educational Administration at Teachers College, Columbia University, and he is deeply indebted to the faculty of that department for suggestions and help. Book excerpt: This report is a sequel to the Council of Great City Schools' 2004 report "Restoring Excellence to the DC Public Schools" that prompted the district school system to develop a new strategic plan, adopt strong academic standards, recruit new talent and accelerate professional development, and generally overhaul both buildings and curriculum. The current report urges the DC Public Schools to begin realigning its resources to improve student achievement by posing a new set of questions, including: (1) Is the school district ready to assume full responsibility for its own budget? (2) Does the school district manage its resources appropriately? (3) How does the school district spend its money compared with other cities? and (4) Is the system funded adequately? The main recommendation in this report is that the school district begin using its resources more effectively, over time, to raise student achievement based on findings that include: (1) Financial progress over several years, although the district is not yet ready to assume full responsibility for its budget; (2) The school district manages its resources better than it used to, but continues to address a number of operational weaknesses such as weak internal controls, poor staff training, weak procedures, redundant processes, poor position control, and out-of-date technology; (3) Higher per pupil spending, for both instructional and support purposes, than most big city school districts; and (4) Funding that is closer to adequate than most big city school districts, but high expenditures for special education, transportation, and an unusually large number of schools for students served, leave little for regular instruction.
