However, the environmental regulations have lagged behind those of other industries. This situation is now changing quite dramatically. The increased focus on environmental issues, combined with the growing realisation of the actual pollution burden imposed by shipping, has led to an upsurge in both international and national regulations. Some are ready and will enter into force in the near future, while others are still being developed. On behalf of the Nordic Council of Ministers DNV has carried out a study on possible control mechanisms for Nordic ship emission. The aim is to assess the baseline shipping emissions and reduction potential and the possible controlling mechanisms (both incentives and regulations) available for reducing the emissions to air from shipping within the Nordic region.

Comparable and reliable emission inventories are essential when aiming for efficient strategies and policies for reduced emissions. This report presents the Nordic emissions and emission inventories of SLCP, the important emission sources and their development over time. It also discusses knowledge gaps, factors contributing to the uncertainties, and possibilities for improved emission estimates. The overall objective of the three-year project is to improve the Nordic emission inventories of Short Lived Climate Pollutants (SLCP), with a focus on Black Carbon (BC). This report presents the results from the first phase of the project, an analysis of the present status of knowledge, with focus on BC and particulate matter (PM2.5) emissions from residential biomass combustion, on-road and non-road diesel vehicles, and shipping. The next phase will draw on the results from this background analysis in designing and implementing an emission measurement program, where the objective is to expand the knowledge and develop well documented and reliable emission factors, primarily for BC, for use in future national emission inventories.

Book excerpt: An overarching conclusion of Nordic Marina’s work in the past three years reveals that the global, and indeed the Nordic shipping and maritime industries, are already boldly moving ahead with regard to emissions reduction, boasting numerous innovative and successful projects contributing toward this goal. In order to take major steps forward, involvement from the government side is needed and currently lacking. There are barriers that industry and government must work on collectively, potentially via joint public-private partnerships. Commitment for the long term is essential, in addition to the demand for strengthening infrastructure and a reliable supply chain to support new fuels. Furthermore, the socio-economic benefits of emissions reduction and the applications of alternative fuels appear to be obscure. The bottom line is this: the time for action is now, for all of us.

The information within the report is of use to a wide number of stakeholders including operators, policy makers, environmental authorities, investors, and entrepreneurs.

Book excerpt: Fishing vessels can be equipped with energy efficient refrigeration technology applying natural working fluids. Ammonia refrigeration systems have been the first choice, but CO2 units have also become increasingly common in the maritime sector in the last few years. When retrofitting or implementing CO2 refrigeration plants, less space on board is required and such units allow good service and maintenance. Nowadays, cruise ship owners prefer CO2 units for the provision refrigeration plants.Ship owners, responsible for the health and safety of the crew and passengers, must carefully evaluate the usage of flammable low GWP working fluids, due to a high risk that toxic decomposition products are formed, even without the presence of an open flame. Suggestions for further work include a Nordic Technology Hub for global marine refrigeration R&D and development support for key components.

However, increasing maritime activities have had a negative impact on the marine environment and human health. For example, in November 2002, a tanker carrying 77000 tons of fuel oil sank in the Bay of Biscay, which polluted thousands of kilometers of Western European coasts, rivers, streams and swamps. Oil spills caused by ship accidents and other pollution associated with maritime activities have attracted considerable attention in the research community. A large number of studies on shipping pollution have been conducted across different disciplines. However, new challenges are emerging in maritime operation and management, leading to research questions related to intelligent technology and environmental protection, maritime pollution and governance, maritime accidents and environmental emergency.
