Après une définition de la coopération intercommunale, une synthèse des différentes justifications théoriques de ce phénomène est présentée. Puis l'analyse de la structuration de la coopération intercommunale est réalisée : empiriquement, elle se traduit par une étude clinique d'un territoire dont les communes ont développé des relations coopératives depuis une vingtaine d'années. L'importance des réseaux relationnels des élus ayant été mise en relief, l'étude se focalise en particulier sur les relations existant entre les réseaux relationnels des élus et les réseaux de coopération intercommunale en utilisant les outils méthodologiques de l'analyse de réseaux.

Book excerpt: Since the Doi Moi policy of economic renovation was introduced in 1986, Vietnam has undergone deep transformations as a result of the transition to a socialist-oriented market economy. Social and urban transition has taken place in parallel, as urban dynamics were spurred on by Vietnamese public and private stakeholders, and by external agents such as international organizations and international solidarity organizations, experts, consultants and bilateral aid organizations.Here are the results of research carried out by French, Canadian and Vietnamese teams from the north and south of the country on the overarching theme of Vietnamese cities in transition. Some of this research deals with urban dynamics, some with the issues at stake within such dynamics, or with the strategies of the most significant stakeholders in urban transition: civil society, donors within the framework of official aid for development, consultants and international consultancy firms. These projects were carried out between 2001 and 2004 as part of the Urban Research Programme for Development (PRUD), and mainly focus on Hanoi and Ho Chi Minh City, or both in the case of comparative studies.Is there such a thing as a Vietnamese model of an Asian city? It seems that urban transition in Vietnam is not taking place in as radical and abrupt a manner as in China. The country's capacity for absorbing external models, the quest for a third way between state intervention and economic liberalism, and the fact that the country's architectural heritage is taken into account in urban planning, are just some of the reasons for its particularity. The issues addressed in each chapter, as well as the proposals for further research suggested by the contributors, should act as a catalyst for urban research in Vietnam.

Book excerpt: After the fall of the Soviet Union, Cuba faced its greatest economic crisis, estimated to have been three times more severe than the Great Depression. Between 1989 and 1992, imports needed for industrialized Cuban agriculture were dramatically cut. 50% of its oil, 75% of the fertilizer, and 65% of its pesticides were lost, along with animal feed and basic food imports. Cuba is the world's first national experiment in sustainable agriculture. With government policies declaring food and freedom from hunger as basic human rights, Cuba implemented the National Food Program. Cuban agriculture was reconstructed to be small scale, low input, and biologically based. The results of this experiment demonstrates to other countries that export-based chemically intensive industrial agriculture is not the only way to feed a country.

It seeks to open up the possibility of a new generation of urban low carbon transition research, which foregrounds the importance of political, geographical and developmental context in shaping the possibilities for a low carbon urban future. The book’s contributions propose an interpretation of urban low carbon transitions as primarily social, political and developmental processes. Rather than being primarily technical efforts aimed at measuring and mitigating greenhouse gases, the low carbon transition requires a shift in the mode and politics of urban development. The book argues that moving towards this model requires rethinking what it means to design, practise and mobilize low carbon in the city, while also acknowledging the presence of multiple and contested developmental pathways. Key to this shift is thinking about transitions, not solely as technical, infrastructural or systemic shifts, but also as a way of thinking about collective futures, societal development and governing modes – a recognition of the political and contested nature of low carbon urbanism. The various contributions provide novel conceptual frameworks as well as empirically rich cases through which we can begin to interrogate the relevance of socio-economic, political and developmental dimensions in the making or unmaking of low carbon in the city. The book draws on a diverse range of examples (including ‘world cities’ and ‘ordinary cities’) from North America, South America, Europe, Australia, Africa, India and China, to provide evidence that expectations, aspirations and plans to undertake purposive socio-technical transitions are both emerging and encountering resistance in different urban contexts.
